Program Manager, North Warning System Program

Reporting to the President, the Program Manager provides oversight and direction of the North Warning System (NWS) operational functions, ensuring the delivery of high-level program initiatives to meet organizational and contractual compliance. This role is responsible for strategic planning, operational integrity and leadership across multiple teams and departments.
The Program Manager acts as the key liaison between the organization and the Government of Canada, ensuring the delivery of all NWS Statement of Work (SOW) requirements, while fostering a culture of accountability, collaboration and continuous improvement.
The ideal candidate will have a strong background in business planning and operational leadership. This role requires a strategic thinker with a hands-on approach to execution, team leadership and the ability to drive accountability and a high-performance culture.

Nasittuq provides Operation & Maintenance services for the North Warning System (NWS). The NWS is a joint Canada and United States early-warning radar system with 47 sites located in Northern Canada; a Control Centre and Support Centre located in North Bay, ON and a Contract Management Office located in Ottawa, ON. Key Responsibilities :
Strategic leadership and cross-functional responsibility across multiple locations for all NWS operations and programsDevelop and execute annual business plans and strategies to ensure effective financial and human resources planningOversee allocation of all resources to achieve program and contractual deliverablesLead and mentor a diverse team of leaders, fostering a culture of trust, accountability to deliver results aligned with strategic and contractual goalsProvide operational discipline, ensuring the organization’s goals are sustainable and aligned with mission and valuesServe as the key liaison with the NWS client and other external stakeholdersAnticipate and manage organizational risks including financial and operational, to ensure sustainability and effectivenessEstablish and monitor KPIs to evaluate operational performance and drive continuous improvementCommunicate a clear operational vision that connects day to day work with broader organizational goalsChampion a culture of accountability, efficiency and continuous improvement across the organization Core Competencies :

Post-secondary degree in Engineering or Science, or a related technical post-secondary educationMinimum 10 years’ experience in an engineering or technical services environment and minimum 5 years’ experience managing large, complex programsProject Management Professional (PMP) or eligible to obtainProven success delivering large-scale, federally regulated technical services programsFiscal expertise in budgeting and capital planning including ability to analyze complex financial, operational and performance data using advanced Excel tools; comfortable working directly in models, dashboards and detailed analysesStrong leadership skills leading cross-functional teams in a dynamic, compliance-driven environmentStrong understanding of Government of Canada procurement DND operations and regulatory complianceSuperior analytical, problem solving and decision-making skillsAbility to lead through change with a high degree of ownership, clarity and communication and ability to influence at all levelsAdvanced proficiency in MS Office applicationsMust be able to obtain and maintain a SECRET (Level II) Security ClearanceQualified and interested candidates, please apply!
