The Advisor, Security Operations at VIA Rail Canada, reporting to the Specialist Director, plays a crucial role in enhancing the company’s security framework.
This pivotal position focuses on safeguarding VIA Rail’s customers, employees, infrastructure, and the public within its facilities.
Tasked with navigating complex security challenges in a dynamic global environment, the Advisor implements corporate-wide strategies to effectively mitigate risks and maintain uninterrupted safety and security across the VIA Rail network.
Integral to this role is upholding high standards of ethical conduct and professional integrity, aligning with VIA Rail Canada’s values and inspiring a culture of security throughout the organization.
The responsibilities extend to leadership in managing security contracts (over $2M dollars a year), security personnel across the country, security assets (i.
e. fleet management and police equipment), procurement processes regarding EVMS (equipment video management system) and ACMS (access control management system) programs, physical security designs and infrastructures for assets owned, managed and / or operated by VIA Rail Canada, management of the firearms registration program as well as supporting the ongoing real estate projects (MMM, LDRR, TMC, MMC, etc.
This includes managing critical physical infrastructures and deploying technologies to protect VIA Rail assets, key stakeholder relationships, and initiatives in physical security and providing internal stakeholders support with local security related issues throughout the country.
Responsibilities :
- Manage the various security contracts that involve deployment of security guards throughout the VIA Rail network, including staffing, completing Section 34 of the FAA regarding invoicing for services, dealing with internal and external complaints and adjusting services in accordance to spontaneous requests from other internal units, liaising with third party service providers, assessing the security needs specific to each of the locations owned, managed and / or operated by VIA Rail Canada and providing solutions to meet those needs (i.
- e. Security Personnel, Security Technology, Security Patrols, etc );
- Manage the security needs for all VIA Rail Canada assets including critical infrastructures by providing security design solutions that will incorporate physical and dynamic security initiatives coupled with technology to protect the assets owned, managed and / or operated by VIA Rail Canada;
- Develop and maintain a National Crime Prevention Through Environmental Design (CPTED) repertoire for VIA Rail Canada assets based on principles to prevent crime by designing a physical environment that influences human behaviour that incorporates, natural access control, natural surveillance, territoriality, activity support and maintenance;
- Act as the National subject matter expert (SME) on Physical Security that will liaise with internal and external stakeholders to ensure that industry standards are applied in embedding physical security features within the various projects led or in which VIA Rail Canada is a key stakeholder.
- This includes reviewing plans and inputting security requirements to ensure that all new infrastructures and existing infrastructures undergoing modifications, include security features required to ensure the final product meets the needs of the organization while maintaining industry standards pertaining to physical security;
- Responsible for developing and maintaining a National Security Asset Control Management and Life Cycle Management Program.
- This includes centralizing all records and data to ensure all security equipment (including Police Gear i.e. Guns, tasers, bullet proof vests, patrol cars, etc );
- Responsible for keeping records regarding statutory obligations for police officers such as : Firearms certification, use of force certification, taser certification, renewal of driving licenses confirmation (Drivers abstracts) etc.;
- Responsible to maintain a training schedule and liaise with third party stakeholders to ensure all the required qualifications are completed within the legal timeframe, while managing the contracts required to secure the services from all third parties that will deliver the training;
- Responsible for developing and maintaining a National Registry for firearms being transported through our stations and on all trains operated by VIA Rail Canada.
The responsibility includes development of a digital program to record all the firearms declaration forms and ensure that it is maintained and up to date so that Police and Security Intelligence may be able to use to analyze and prevent incidents that may involve weapons transported within the realm of VIA Rail Operations. Requirements :
- Valid Drivers Licence;
- Minimum 5 yrs experience managing financial and human resources ;
- Minimum 5 yrs experience in reviewing building plans for the purpose of developing physical security requirements;
- Minimum of 3 years experience with managing Security contracts nationally;
- Experience in using Security systems such as Kantech, Ecquivision, and preparing Purchase orders of $5K+ ;
- ASSET : CPP certified;
- Must visit sites;
- Must be available outside of regular work hours for calls (on a rotational basis) Duty Officier.
