Deliverables
- Data collection tools : Data collection instruments, such as survey questionnaires and interview guides (MS Word).
- Data collection (field work) : Data and information collected using different lines of evidence / methods. For example, for interviews, detailed interview notes developed for each evaluation interview (MS Word).
- Analysis : Compilation of evidence into an evaluation matrix to inform the subsequent development of the lines of evidence technical reports.
- Lines of evidence technical reports : Brief reports on the findings of each line of evidence as data analysis work is completed for each line of evidence (e.g., survey, case study, comparative analysis, environmental scan, interviews, focus groups, etc.). It is expected these would be approximately 5-10 pages in length (MS Word).
- Populated evaluation findings matrix : A complete evaluation findings matrix, setting out the evidence from all lines of evidence against the evaluation questions and indicators, in a tabular format (MS Word or MS Excel).
- Preliminary findings report : Preliminary findings report by evaluation question of approximately 15-20 pages in length (MS Word). This report will provide the answer and supporting evidence to each evaluation question, ensuring clear evidence-based storytelling.
- Evaluation reports : An evaluation report, in an MS PowerPoint or MS Word (format provided by the evaluation team), of approximately 35 slides / pages. A summary report version of approximately 2 pages.
- Status reports : Written and / or verbal status reports relating to the progress and completion of assigned tasks. In addition, regular team meetings will be scheduled for coordination, collaboration, the exchange of information, learning, and the discussion of issues and mitigating measures.
- Feedback integration : Each deliverable may be developed through 2-3 drafts that incorporate feedback from the evaluation team and management.
- Timesheets for invoicing : Copies of signed monthly timesheets indicating actual hours worked. Only costs for work actually performed, and in accordance with signed monthly timesheets, will be accepted.

Using project descriptions, the Bidder should demonstrate that each of the proposed resources has experience in the evaluation of public sector programs / initiatives (federal, provincial, municipal, or crown corporation) related to science, research, technology development, and / or innovation.Projects must :
