Supply Ontario is seeking an experienced Technical Project Manager to project manage the Collibra Data Intelligence Platform end to end and drive it into production at enterprise-grade quality. This role is accountable for delivery outcomes, not simply for tracking them.
The Technical Project Manager owns the plan, drives execution across every team, vendor and partner involved, and is measured on whether the platform reaches production responsibly with the architecture artefacts, ARB gates, Threat Risk Assessment (TRA), Privacy Impact Assessment (PIA) and enterprise standards satisfied, not bypassed. Due diligence is not administrative overhead in this role. It is the core of what responsible technology adoption means at Supply Ontario, and this role is accountable for completing it.
The role is focused on the technical elements of delivery and on ensuring the solution meets agency IT and Security standards and policies. The Data and Analytics team are the business owners of this platform and service. This role supports and enables them while ensuring the solution adheres to the standards, policies, architecture and security requirements set by the agency.
The Technical Project Manager is expected to set direction on delivery, challenge assumptions and estimates, hold teams and vendors to their commitments, unblock dependencies, and escalate decisively while respecting clear accountability boundaries. Driving outcomes does not mean performing other teams’ work, it means ensuring that work is defined, resourced, sequenced, completed and verified.
The role is responsible for:
• owning the end-to-end delivery plan and driving the initiative to Iteration 1 production go-live and beyond;
• working backwards from the target production date to sequence development and ETL completion, integration and configuration, UAT/QA, TRA and ARB approvals, cutover and early-life support,
• producing and defending realistic, evidence-based estimates, and challenging optimistic or unsupported timelines wherever they arise;
• driving completion of critical milestones across all parties - internal teams, vendors and partners, not merely reporting on them
• ensuring full technical due diligence for responsible adoption: architecture artefacts, ARB gates, Threat Risk Assessment (TRA), security and privacy assessments, and enterprise production-readiness criteria
• ensuring the solution meets Enterprise Technology standards, policies, architectural decisions and data sensitivity requirements
• supporting the Data and Analytics team as business owners of the platform, while holding the solution to appropriate Security and Technology standards
• establishing and enforcing a single authoritative source of truth for requirements and user stories,
• operationalizing the agreed RACI and guarding accountability boundaries so responsibilities are not silently shifted
• leading vendor and partner engagement, holding them to scope, deliverables and timelines, and catching misalignment early
• reporting status, risk and required decisions honestly and clearly to senior leadership, and
• driving delivery discussions toward facts and ownership, what is missing, who owns it, when it will be resolved.
Core outcome: a governed, production-ready and sustainable Collibra implementation that is delivered through clear technical project management, completed due diligence, validated readiness, and accountable transition to business and operational ownership.
Required Skills We are prioritizing candidates with approximately 7–10+ years of directly relevant experience and demonstrated success in the following areas:
• 7–10+ years of hands-on technical project management experience leading enterprise technology, SaaS, data platform, or complex system implementation initiatives from planning through production go-live.
• Demonstrated ability to work backwards from the target production date to sequence development and ETL completion, integration and configuration, UAT/QA, TRA and ARB approvals, cutover, and early-life support.
• Proven ability to produce and defend realistic, evidence-based estimates, and to challenge optimistic or unsupported timelines wherever they arise.
• Experience implementing or operating Collibra, data intelligence, metadata management, data catalogue, data quality, lineage, or comparable platforms.
• Strong understanding of data governance operating models, workflows, stewardship, ownership, and decision rights.
• Ability to translate business and technical needs into executable project scope, requirements, milestones, dependencies, acceptance criteria, risks, decisions, and delivery outcomes.
• Experience coordinating SaaS platform configuration, integrations, testing, releases, and operational transition.
• Strong vendor, stakeholder, executive communication, facilitation, dependency management, escalation, and decision-management skills.
• Ability to operate effectively in complex, multi-stakeholder, regulated environments.
Deliverables
The Technical Project Manager is accountable for tangible delivery outputs that move Collibra from planning and implementation through governed production readiness, go-live, and early-life support.
· Integrated technical project plan, milestone roadmap, sequencing dependencies, critical path, cutover approach, and early-life support plan.
· Requirements traceability, delivery backlog, acceptance criteria, dependency map, and validated delivery scope aligned to business and technical readiness.
· Implementation plan, delivery governance, RAID/decision logs, and executive reporting.
· Configured Collibra operating model, workflows, roles, responsibilities, and access model.
· Metadata ingestion, catalogue, glossary, lineage, data quality, and priority-domain onboarding outputs.
· Integration specifications, testing approach, release readiness, and production sign-off.
· Stakeholder engagement, communications, training coordination, readiness tracking, knowledge transfer, and transition materials to support adoption and operational handover.
· Operational support model, support procedures, documentation, production handover package, and post-go-live stabilization tracking.

- Quarterly performance reviews against agreed-upon objectives and deliverables
- Minimum 80% achievement of approved quarterly objectives
- Development and maintenance of detailed project documentation
- Regular status reporting as per project management framework
- Adherence to all Supply Ontario policies, procedures, and professional standards
Work Arrangements
- Hybrid work arrangement with minimum 2-3 days per week on-site at Supply Ontario offices
- Flexibility to adjust schedule based on project needs and stakeholder availability
- Availability for occasional evening/weekend work during critical project phases
