Why is this role important?

The Program Lead provides strategic leadership and program management for a designated portfolio of products, analytics, services, and initiatives that support CIHI’s organizational priorities. This role leads cross-functional teams in planning, development, implementation, and ongoing enhancement of analytic products, data standards, databases, and reporting solutions within the assigned program area. The role combines program management, data stewardship and quality assurance, methodological/technical oversight and stakeholder engagement to ensure timely, rigorous and policy relevant outputs for internal and external decision makers.

TheCanadianOrganReplacementRegister(CORR),managed by CIHI, aims to providenationaldataonvitalorganreplacementtherapy in Canada with focus on end-stage renal failure. The Program Lead portfolio also includes oversight over data collection from over 300 participating dialysis centres, and historically, data from transplant centres and organ donation organizations across Canada. CORR receives strategic advice and guidance from an external CORR board of directors with representation from theCanadianSocietyofNephrology,CanadianBloodServicesandtheKidneyFoundation of Canada. The CORR Program Lead works closely with the CanODT team members as well as technical staff at CIHI to manage the registry. The Program Lead will lead CORR and its external stakeholders through a transition to a new platform and data standard to be launched in 2027.

What you'll do

  1. Lead, coach and develop a high performing team; oversee all operational activities by assigning work, setting objectives, monitoring performance and fostering a culture of continuous learning and improvement.
  2. Own program workplans and product lifecycles: develop project charters, schedules, budgets, risk and issue registers.
  3. Lead development, implementation and maintenance of data standards, metadata and documentation.
  4. Oversee data intake, processing, linkage and quality assurance practices; lead data quality assessments and remediation.
  5. Provide methodological direction for indicator development, analytic approaches and reporting; review analytic plans and validate results.
  6. Oversee reproducible code practices, validation testing and analytic product production.
  7. Monitor progress, elevate issues, report to management and ensure deliverables meet timelines and quality expectations.
  8. Translate analyses into reports, dashboards, presentations and briefing notes for technical and non-technical audiences.
  9. Contribute to operational planning, corporate reporting and evaluation of program impact; identify alignment opportunities with CIHI strategic priorities.
  10. Ensure compliance with privacy, confidentiality and ethical use policies, including disclosure control and de-identification.
  11. Build and maintain relationships with internal stakeholders, jurisdictions, health system partners, vendors and external experts.
  12. Lead consultations, advisory groups and respond to custom data/technical requests.
  13. Represent CIHI at committees, workshops and conferences; contribute to publications and promotional activities.

What you'll bring to the table

  • Undergraduate degree in Health Sciences, Epidemiology, Statistics, Data Science, Public Policy or related field, or equivalent combination of education and related experience.
  • Minimum 5 years relevant experience in health data/analytics, information management or related areas.
  • Minimum 1-3 years of supervisory experience.
  • Experience working with relational databases / large datasets, including manipulating, maintaining, and preparing data and presenting analyses and reports for different audiences.
  • Experience with health administrative databases.
  • Proficiency with analytic and data tools (R, Python).
  • Experience supporting technical and stakeholder change management is a strong asset.
  • Ability to interpret and synthesize data outputs into products suitable for the target audience.
  • Strong project management, quality assurance, and documentation skills.
  • Conceptual understanding of the health care system, health care policy, and sound knowledge of health information and its uses for policy development, planning, management, and evaluation purpose.
  • Analytical rigour, strategic thinking and problem solving.
  • Effective stakeholder engagement and collaboration.
  • Clear written and verbal communication.
  • Sound ethical judgment and commitment to data governance.

Additional Requirements

  • Primary locations: Toronto or Ottawa.
  • Occasional travel may be required.
  • Must comply with all CIHI workplace policies, including privacy and confidentiality.
  • Fluency in English is required, bilingualism in both official languages is an asset
