Within the flexible work model, CNSC employees are currently expected to work in-person for at least 25% of their normal schedule depending on the operational requirements and duties of the position. Due to the nature of this position, there will be operational requirements beyond the CNSC baseline. Physical onsite presence in the Ottawa, Ontario office will be required 4-5 days per week as determined by operational requirements.

You are an innovative individual capable and interested in establishing a new division built from an existing cyber security regulation team and a threat intelligence team. You are capable of working in a security environment where tact is critical to ensuring that information is shared as required but discretion is maintained. You are collaborative in nature, willing to work across the organization with regulatory operations divisions, with technical analysis divisions, and with the rest of the Directorate of Security and Safeguards, as well with other government departments. You demonstrate an ability to adapt to circumstances and to drive change. You are objective-focused and strategic in your mindset and able to implement programmatic change. You are a leader looking for an opportunity to support your team in the development and implementation of a nuclear cyber security framework and in the identification and assessment of physical and cyber security risks.

What you’ll do

Reporting to the Director General of the Directorate of Security and Safeguards, you provide regulatory oversight and leadership of a division that is responsible for cyber security regulation of nuclear facilities and for the identification and assessment of emerging threats and risks in both the physical and cyber domains:

• Manage an interdisciplinary team of cyber security and nuclear security professionals
• Lead the CNSC’s adherence to new or changed legislation in the areas of nuclear security and cyber security through the development of appropriate regulations, regulatory documents and requirements
• Lead the development, maintenance, and implementation of the cyber security regulatory framework, and support licensing and compliance related to cyber security in line with the CNSC Cyber Security Strategy
• Oversee threat monitoring and the maintenance of the CNSC Design Basis Threat
• Advise senior leadership on cyber security licensing and compliance and on emerging risks, trends, and mitigation strategies related to threat intelligence
• Lead collaboration with industry, government departments, and agencies to incorporate new technologies and security approaches into threat characterization and cyber approaches

Essential Qualifications:

Education:

Graduation with a degree from a recognized post-secondary institution with specialization relevant to the position (e.g. natural sciences, engineering sciences, security, cybersecurity) or an acceptable combination of education, training and experience relevant to the position.

Experience:

• Experience in providing advice to senior management (Director General or equivalent and above) on complex issues in the area of security, cyber security, threat and risk assessment, or regulation.
• Experience in clarifying differences of opinion among interest holders and identifying and implementing approaches to resolution.
• Experience establishing and maintaining internal and external partnerships to further collaboration.
• Experience managing human and financial resources.

Knowledge of:

• Principles and practices related to security intelligence
• Principles and processes associated with threat and risk assessment, and their application in decision-making
• The CNSC regulatory framework and the legislated and regulatory instruments related to nuclear security and cyber security

Asset Qualification:

• Experience in highly regulated sectors such as nuclear, energy, or critical infrastructure.
• Experience leading development and implementation or the delivery of a cyber security program or cyber security regulatory program within a large, complex organization.
• Experience with emerging trends in nuclear security and cyber security, including emerging technologies, threats, and approaches.
• Experience with threat and risk assessments.
• Experience in leading organizational change.

Operational Needs:

All CNSC staff are subject to the Mobility Directive and may be reassigned to a different position to address operational needs.
