Are you looking for a challenging opportunity to lead a GIS team and drive value from geospatial and local government data?
The City of Delta is seeking a driven and experienced GIS and Data Services Manager to oversee and deliver city GIS and Data Services, as well as engage in strategy, work planning, and project management related to GIS, Data Services, and Information Services priorities.
Reporting to the Director of Information Services, you will provide strategic direction and business innovation support for the city’s GIS program, Open Data catalogue, data and data analytic functions, as well as work within the municipality to create partnerships that promote development and use of these technologies to collectively drive value and solve city challenges.
You will foster an inclusive, forward looking, and productive culture within the GIS and Data services team and work closely with Information Services (IS) management to develop and implement corporate strategies.
You will also manage relationships with vendors and collaborate with Service Desk and other IS staff to ensure seamless GIS and data services delivery.
Major Accountabilities
- GIS Service Delivery - Develop yearly strategy and workplan; leadership, coaching and management of direct reports; oversee GIS infrastructure, including ESRI, AutoCad (Munsys), ArcGIS Online, VertiGIS and FME;
- leads vision, design and development of GIS applications and products to meet city and public requirements; builds partnerships with outside entities, including municipalities, other levels of government and private contractors (vendors);
and maintains effective relationships with other stakeholders in Information Service to achieve department and corporate objectives.
Data Management and Analytics - develops value-adding analytics and business intelligence supported by efficient and reliable data.
Required Knowledge, Skills and Abilities
- Extensive technical knowledge of geographic information systems within an ESRI / VertiGIS environment.
- Established and successful abilities and skills related to management of staff, including coaching, mentoring, goal setting, and performance management.
- Ability to work creatively within a budget and use innovation to find ways of more effectively managing resources.
- Demonstrated operational and project management skills in planning, coordination, organization, and problem solving.
- Results-focused and team-oriented leadership
- Excellent oral, written and presentation / facilitation skills, with ability to communicate at all levels within the organization.
Training and Expertise
- A bachelor's or master's degree in geography, computer science, GIS or a related discipline, along with at least five years’ experience in a GIS setting.
- Considerable expertise and training on ArcGIS, FME, Oracle and SQL databases.
- Experience managing projects using Agile and waterfall methodologies
- Experience managing a small team
