Job description

The AFN is an advocacy organization, taking direction and fulfilling mandates as directed by First Nations in-Assembly through resolutions. As a national advocacy organization for First Nations, the AFN seeks to advance First Nations Inherent and Treaty Rights through the development of policy, public education, and where applicable, the co-development of legislation to build First Nations capacity.

The AFN was created out of a desire among First Nations leadership for a strong and effective collective advocacy organization. From this, values such as respect for human rights, diversity, justice, and the sovereignty of each rights-holding First Nation guide the work of the organization.

Position Overview

The Senior Director, Economic Development and Infrastructure play a key role in leading the planning, development, implementation, and evaluation of initiatives under the Economic Development and Infrastructure Branch of the Assembly of First Nations (AFN). Reporting to the Chief Executive Officer (CEO), this role involves ensuring the strong performance of the Branch, alignment with AFN’s political mandates, and achievement of work plans and objectives. The Senior Director will develop positive relationships with First Nations leaders, governments, and external collaborators, advancing policies and initiatives that benefit First Nations communities. This role requires strong leadership, a deep understanding of First Nations issues and governance, and the ability to navigate complex political and policy environments.

Key Responsibilities

  • Lead the planning, development, and implementation of initiatives within the Economic Development and Infrastructure Branch.
  • Develop and execute strategies to support AFN’s national advocacy efforts in First Nations economic development and infrastructure.
  • Build and maintain strong, positive relationships with First Nations leaders, government officials, and external partners at the national, regional, and community levels.
  • Provide strategic advice and policy recommendations to AFN Senior Management and the CEO, ensuring alignment with organizational priorities.
  • Oversee the development and delivery of policy reports, proposals, and other key documents for internal and external audiences.
  • Monitor and track developments in economic and infrastructure policy, offering timely updates and strategic insights to AFN leadership.
  • Collaborate with AFN branches and external partners to promote policy initiatives and ensure alignment with AFN’s priorities.
  • Represent the AFN at national and regional meetings, forums, and conferences, acting as a key spokesperson for the organization on economic development and infrastructure issues.
  • Lead and support the coordination of AFN Assemblies, political engagements, and other events as required.

Working Conditions:

  • Primarily office-based with travel required for AFN Assemblies, political meetings, and engagement sessions across Canada.
  • Ability to work extended hours, including evenings and weekends, based on political events and deadlines.
  • Hybrid work environment with flexibility, as approved.

Physical and Mental Demands:

  • Prolonged periods of sitting and computer use for research, writing, and meetings. Occasional lifting of materials up to 15 lbs.
  • High mental agility required for strategic thinking, analysis, and decision-making.
  • Ability to manage competing priorities and work under pressure in a politically sensitive environment. Emotional resilience, discretion, and confidentiality are essential.

Qualifications

Education and Experience:

  • University Degree in Economics, Political Science, Public Administration, Indigenous Studies, or a related field.
  • A postgraduate degree in a relevant field is preferred.
  • Minimum of five (5) years of senior management experience in a relevant field, with a strong track record of leadership in First Nations or governmental contexts.
  • In-depth knowledge of First Nations issues, economic development, and infrastructure priorities.
  • Proven experience in working with First Nations governments, organizations, or advocacy groups.
  • Experience in managing complex projects and leading cross-functional teams.
  • Strong understanding of the political, legal, and public policy frameworks affecting First Nations communities.

Knowledge, Skills, and Abilities:

  • Advanced research, analytical, and critical thinking skills, with the ability to develop clear, actionable policy recommendations.
  • Excellent written and verbal communication skills, with experience drafting high-level reports, proposals, and presentations.
  • Strong leadership skills, with the ability to manage a diverse team and work effectively with senior management.
  • Superior interpersonal and negotiation skills, with a demonstrated ability to build relationships and influence key stakeholders.
  • Proven political acumen and the ability to navigate complex and sensitive political environments with diplomacy and tact.
  • Excellent organizational and planning skills, with the ability to manage multiple priorities and meet deadlines.
  • Proficiency in Microsoft Office Suite and project management tools.
