Defence Industrial Strategy

The NRC has an important role within the Government of Canada's Defence Industrial Strategy , accelerating research and innovation, and helping Canadian businesses develop leading-edge technologies for civilian and military use.

With expertise across fields such as transportation, quantum science, medical countermeasures and advanced manufacturing, the NRC is hiring to drive the development of national sovereign defence capabilities. The following role will support the NRC’s contributions to defence priorities.

The role

We are looking for Senior Project Managers (RCO) to join the NRC’s Office of Facilities Renewal Management. The Senior Project Manager would be someone who shares our core values of Integrity, Excellence, Respect and Creativity.

The Office of Facilities Renewal Management has the mandate to lead the prioritization of future NRC facility recapitalization projects and deliver research facilities and real property renewal projects to support NRC’s transformation journey into a more advanced research and technology organization that supports Canada’s science, technology and innovation ecosystem.

Under the direction of the Director Project Management Office (PMO), the Senior Project Manager provides project management support to Research Centres for the development of project charters and project management plans for scientific facilities and/or real property projects and ensures that the projects they are assigned are delivered, that schedules and budgets are adhered to, and that stakeholder expectations are met.

The incumbent leads a multi-disciplinary team in a matrix environment, drawing on subject matter experts from Research Centres, Real Property Planning and Management engineering leads, project coordinators, procurement agents, comptrollers and administrative staff and liaising with internal and external stakeholders.

The incumbent prepares project charters, project management plans, status reports and all required documents to comply with OFRM framework requirements. They also support the OFRM performance planning by monitoring of the day-to-day progress and budget of the projects as well as other related activities.

Screening criteria

Education

University degree in engineering, project management, or in another field that is relevant to the duties of this position.

Formal designation as a Project Management Professional (PMP) from the Project Management Institute (PMI) could be considered an asset.

Experience

  • Significant** recent* experience managing delivery of large, complex scientific and/or institutional and/or industrial infrastructure and/or real property projects.
  • Experience involving the application of project management principles and the adoption of best practices.
  • Experience managing multi-disciplinary teams and multi-partner resources in a matrix environment, including staff, sub-contractors and complex procurement aspects.
  • Experience in reporting to senior management on project performance including reviewing, producing and analyzing project performance indicators, such as those related to costs, schedule, quality, client satisfaction and project team engagement.
  • Experience providing recommendations on issues resolutions.
  • Experience in internal and external stakeholder engagement in a complex environment.

Assets

  • Experience managing projects in a Research and Technology environment.
  • Experience in procurement within the Federal Government.
  • Recent experience is defined as within the last ten (10) years.
  • Significant: At least seven (7) years of experience.

Condition of employment

Secret Clearance

A thorough security clearance process will be applied.

For a Secret Clearance, verification of background information over a period of 10 years is required. Individuals must have lived in Canada for a sufficient period of time to enable the security screening process.

Language requirements

Three (3) bilingual imperative (CBC/CBC) positions, and two (2) English positions.

Technical competencies

  • Advanced knowledge of project management theory, procedures and practices
  • Ability to use project management software tools for scheduling, cost tracking, and reporting purposes, such as: Excel, PowerPoint, Primavera or Microsoft Project.
  • Knowledge of techniques for conducting and leading project management activities such as developing project charters and management plans, budgets, costing, risk management, reporting, contracting and contract negotiation.
  • Extensive knowledge in the construction industry, specifically in the management of scientific and/or institutional and/or industrial infrastructure and/or real property projects.
  • Ability to create detailed project plans, coordinate team activities, run team meetings, track progress and communicate with stakeholders (internal and external).

Compensation

This position is classified as a Research Council Officer (RCO), a group that is unique to the NRC. Candidates are remunerated based on their expertise, outcomes and impacts of their previous work experience relative to the requirements of the level. The salary scale for this group is vast, from $64,739 to $183,010 per annum, which permits for employees of all levels from new graduates to world renowned experts to be fairly compensated for their contributions.

In addition, the incumbent who meets the language requirements (CBC/CBC) will receive a Bilingualism Bonus of $800 per year.
