Main Purpose & Function

The Senior Project Manager is responsible for managing large, complex and strategic planning and project management of technology.

The position manages a variety of projects that result in changes to internal operations or how the department delivers service to the public and customers, while ensuring high-quality results within budget and on time.

The projects often involve significant financial investment by the City, risks to manage, and a range of team members and stakeholders.

The Senior Project Manager is privy to sensitive information that often has significant operational and financial implications.

The expertise in delivery management, coupled with understanding of technology will be instrumental in optimizing processes and delivering exceptional results.

The position reports to the Assistant Branch Manager and works closely with project sponsors and senior management within Engineering Services as well as other City departments (e.

g., Technology Services, Supply Chain Management), project committees, external stakeholders and third-party consultants.

Specific Duties & Responsibilities

  • Manages complex, strategic projects through full cycle from project initiation through to project closeout
  • Provides direction on and oversees early scoping of projects to develop scope, budget, schedule, risks and quality standards, using standard project management methodologies and approaches.
  • Actively manages a cross-departmental project team, ensuring all involved are aware of their respective responsibilities and are delivering high-quality work according to established schedules and budgets, facilitating conversations to make sure all involved in a given project or work component are appropriately aligned.
  • Make recommendations for changes in methods, processes and procedures that may impact on financial and operational areas as well as staffing work loads, working conditions, changes in positions or staffing levels.
  • Manages external consultants when they are engaged to support a project, including leading the selection and engagement of consultants, ensuring the appropriate consultant is selected for the work at hand, working closely with that consultant to ensure work is on time, on budget and sufficiently high-quality, making recommendations to extend or terminate a contract.
  • Provides project status reports and make recommendations on items such as scope change or mitigation strategies to Steering Committee and Project Sponsor(s)
  • Provides business advisory input into project elements, such as the development of business plans, options analysis, strategy recommendations, policy development, business model and / or service delivery design.
  • Stay up to date with the latest trends, advancements, and emerging technologies in the delivery and technology domain.

Leverage your knowledge to assess their potential impact on our projects and explore opportunities for innovation and optimization.

  • Develops Requests for Proposal (RFPs) documents, Statements of Work (SOW), evaluates responses and makes recommendations from the perspective of the overall business / technology fit.
  • Works with departmental business groups to identify business requirements and with TS groups to identify technology requirements;

participating in or conducting meetings as required.

  • Supports the Assistant Branch Manager to develop the capital plan
  • Prepares feasibility studies and provides recommendations for technology-driven improvements to business processes
  • Responsible for project execution according to approved project plan - ensuring project team meets expected timelines, scope, budget, risk mitigation and quality / performance standards, which includes : Organising and leading meeting with project team, stakeholders and consultants, and managing actions arising from these meetings Working closely with the technology team to facilitate the seamless integration Providing guidance and support in configuring, testing, troubleshooting technology components, ensuring optimal performance and functionality.

Facilitating stakeholder discussions to arrive at optimum solutions, strategies and / or action plans Identifying and proactively managing project issues, risks and costs Regularly reporting on progress against project plan and on specific deliverables to senior management

  • Ensures proper project closeout at completion, including post-project evaluation, recommended changes for future similar projects, and appropriate documentation.
  • Identifies and manages both project specific and program wide opportunities to enhance overall value to the public from the perspectives of scope, quality, schedule, cost, risk, resources, stakeholder expectations and overall public disruption.
  • Other duties / responsibilities as assigned

Qualifications

Education and Experience :

  • Bachelors' degree in Business Administration or Engineering and a minimum of eight years' related experience leading multi-disciplinary teams in a large organization
  • Experience in capital planning, complex solution analysis, leading procurement processes and functioning as a lead in system implementation.
  • Experience with the Agile Methodology and the iterative approach to solution development
  • Experience in public consultation and conflict resolution with the ability to reconcile differing perspectives, develop consensus, and secure cooperation and support from both stakeholders and team members.

Knowledge, Skills and Abilities :

  • Strong understanding of technology integration concepts, APIs and data exchange protocols
  • Advanced knowledge of application reporting and BI tools such as PowerBI and Qlik Sense; SQL and SQL Reporting; complex data sets, statistical analysis
  • Knowledge of project management methodologies, practices, processes and policies and their application
  • Knowledge of business analytics, methodologies, processes and standards
  • Knowledge of SaaS business solution model and IoT technology
  • Excellent leadership skills with the ability to motivate, engage and mentor staff
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Ability to build relationships and influence others while respecting the sensitive and political challenges that impact decisions
  • Ability to work well under pressure and manage multiple projects and processes with competing schedules and resources
  • Ability to organize, coordinate, and manage projects and project teams crossing multiple divisions, multiple business processes and multiple stakeholder groups
  • Ability to innovate, lead and implement change in the workplace
  • Ability to converse with, write reports for and create / deliver presentations to all levels of colleagues and peer groups in ways that support problem solving and planning
  • Ability to develop and maintain effective working relationships with technical and professional staff, as well as external third parties
  • Ability to manage change and assist others with adapting to change
  • Ability to exercise sound judgment and resolve conflicts arising within the project team or in interactions with others in the most advantageous manner to all parties

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 - 4 days a week from locations that are a daily commutable distance from their work at a City worksite.

At this time this position is eligible to be part of the Flexible Work Program.

The City's COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time.

However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
