SALARY : Commensurate with qualifications and experience

Minimum : $102,938

Maximum : $141,540

LOCATION : Flexible across BC-CfE Locations

ORGANIZATION : The BC-CfE is a world-renowned HIV / AIDS Centre with innovative, low barrier approach to healthcare delivery in clinical practice and an integrated group of research concentrations in Laboratory Sciences, Clinical Trials, Population Health and Epidemiology, Health Economics and Professional Education Programs.

A multidisciplinary team of clinicians including Physicians, Nurses, Social Workers and Peers and researchers including Health Economists, Epidemiologists, Clinical Researchers, Statisticians, Programmers, and Data Analysts work collaboratively to improve the health of British Columbians with HIV and communities facing socio-economic barriers in accessing healthcare through the development, ongoing monitoring and dissemination of comprehensive research and treatment programs for HIV and related diseases.

You are an experienced people and process leader, known for building excellent relationships while moving multiple high-level strategies and plans into action.

You have a flexible approach that you tailor to different groups. In this role, you will manage a portfolio of workplans for key program areas, facilitate processes, and collaborate with a team of project managers and integration leaders across workstreams, subject matter experts and partners to achieve deliverables.

Experience in implementing clinical operations projects and / or redevelopment projects would be an asset.

Reporting to the Director / Project Sponsor or designate, the Senior Project Manager (PM II) is responsible for leading and managing large-scale projects or components of major projects to ensure that project deliverables are completed on time and on budget, as described in the project plan.

Using extensive project management expertise, leads and manages project activities including financial responsibility for the project and management of resources as deemed necessary to meet the schedule and budget for project deliverables.

Works with stakeholders at all levels and inspires others to achieve goals and deliverables through facilitation, effective communication of the organization’s mission, vision and values, and ensuring the culture is one in which individual competencies can thrive.

Establishes project team and provides leadership, guidance and support to designated staff, project members and consultants to keep within project scope, quality expectations, and timelines and coordinates related activities to advance the project vision through exceptional delivery.

ROLE RESPONSIBILITIES

  • Works with Directors, Project Sponsor(s), Managers / Leaders, staff and other stakeholders to develop detailed project charter and project plans outlining goals, objectives, timelines and project deliverables.
  • Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, facilitates consensus with stakeholders as needed, and ensures readiness for project implementation.
  • Tracks project progress according to project plan, monitors and reports on the status of projects and major issues / obstacles encountered.

Makes recommendations regarding project scope changes, rationale for change, seeks consensus and proceeds as needed.

  • Leads process improvement and work redesign, utilizing own expertise to utilize persuasion and negotiation abilities to achieve consensus, resolve conflict and achieve desired outcomes.
  • Implements and / or contributes to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.

Develops briefing notes or business cases to support initiatives moving forward.

In collaboration with Director / Project Sponsor, develops a budget plan for the project that meets the goals and objectives of the project, monitors expenditures, identifies financial issues, and seeks to adhere to budget or take corrective action.

Recommends and / or negotiates contracts for provision of goods and services as required.

  • Leads the development and implementation of a sustainment plan to ensure ongoing support for new programs. Collaborates on opportunities to improve and sustain service and quality.
  • Meets with stakeholders, explains parameters of project and seeks input from various sources and teams. Ensures questions and concerns are addressed in order to achieve buy in.
  • Establishes roles and responsibilities of team members, identifies skills required and discusses timelines for project.

Directs work of team members as applicable to project.

  • Identifies and supports resolution to problems or barriers for successful project / change initiative completion.
  • Provides leadership, facilitation, coordination and / or support as required to internal / external committees, planning groups and operational / implementation groups.
  • Develops and promotes flexible and sustainable education and training strategies and works with project team to gain commitment to implemented processes.
  • Develops a process of evaluation for project outcomes, data collection and analysis.
  • Participates on a variety of committees and establishes positive working relationships in order to ensure successful outcomes and cooperation from others on the project.
  • Integrates the mandate of the project plan with existing services and programs where possible, in order to strengthen the project and ensure responsible use of human and fiscal resources.
  • Provides leadership and direction to staff, project team members, consultants, and user groups, by providing consistent and effective day-to-day management of the project(s) and the team(s) including work assignment, coaching, mentoring, skill development and, where necessary, corrective action including performance management.

Liaises with human resources personnel on related matters as required.

Acts as a resource and provides support to the project team, staff and consultants and ensures that high quality project management principles are adhered to throughout the project stages.

Mediates to resolve specific issues including interpersonal conflicts. Provides support to maintain project timelines.

Performs other related duties as assigned.

ROLE QUALIFICATIONS

Education, Training and Experience

Bachelor’s Degree in a related discipline and seven (7) to ten (10) years’ recent, related experience that includes successfully managing significant large projects or initiatives, and facilitating and managing consultation processes with a wide range of stakeholder groups.

Project Management Professional (PMP) Certification preferred.

Skills and Abilities

  • Comprehensive knowledge of project management principles and methodologies and ability to coach staff on these skills.
  • Ability to utilize initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.

Broad knowledge of health care delivery systems in primary, acute, residential and community settings.

  • Experience in supporting the initiation and implementation of Provincial Networks in health care in partnership with health authorities and partner agencies.
  • Effective facilitation, persuasion and negotiation skills to achieve consensus, resolve conflict and achieve desired outcomes.
  • Demonstrated ability to provide coaching, supervision, leadership and team development.
  • Demonstrated ability to manage relationships and influence senior leadership.
  • Demonstrated excellent communication skills both verbally and in writing with various stakeholders.
  • Demonstrated experience with large-scale organizational change efforts.
  • Demonstrated experience with strategic planning, tactics, and problem solving and root cause analysis skills.
  • Ability to influence others to move towards a common vision.
  • Maintains a thorough understanding of available resources for projects and applicable stakeholder groups, provides feedback and detailed analysis on project processes and makes recommendations as required.
  • Uses sound business acumen to manage the fiscal resources of assigned projects / services in a manner that is financially responsible and consistent with overall goals of the organization.
  • Ability to work effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
  • Functional knowledge of word-processing, spreadsheet, presentation, project management and database applications.
