ProjectManagementServices :
Manitobaviews Project Management as the comprehensive management andcontrol of all aspects of the project throughout all phases of itslife cycle to achieve prescribed objectives defined in terms ofProject Manager Responsibilities.
Through the application ofappropriate management techniques the Project Manager will lead andmanage the efforts of the Project Team to achieve the objectives ofthe project to meet project requirements.
The Project Manager isexpected to work competently using several project managementmethodologies including but not limited to waterfall agile andhybrid.
Otherresponsibilities of a Project Manager are but not limited tofollowing
Project InitiationandPlanning :
General :
- Responsiblefor regular communication with all project stakeholders groupsincluding the project owner project teams and resources consultantsand Manitobastaff.
- Responsibleto direct the activities and deliverables of assigned projectmanagementresources.
- Reviewrecord and manage contract change management within Manitobaauthority and approvalframework.
- Activelymonitor all risks and opportunities to the project communicatingwith project stakeholders including but not limited to project teamowners and Service Providersregularly.
- Willbe responsible for coordinating and managing all activitiesrequired to be complete theprojects.
- Responsiblefor project entry and data management within Manitoba projectmanagement framework and information managementsystems.
Budgeting andSchedule :
- Developand maintain detailed project schedules ensuring integration ofcapital and operating streams and providing regular updates to theManitoba manager identified for theirproject.
- Operatewithin the approved project budget in accordance with the Manitobacapital framework. Weekly reporting and tracking is expected usinginternal Manitoba systems which will include but is not limited toboth actual and forecasted monthly projectspending.
- Manageimplementation for conformity within the approved projectrequirements including detailed scheduling andcoordination.
Procurement :
ThePM will work with consultants and external and internalstakeholders from Manitoba and be responsible for defining therequirements of the project including the detailed design documentsand specifications up to a tender ready document package.
Supportand participate in the tendering process including assisting theselection committee to award the tender to the qualified proponentand issue the contract.
Development of project scope quality budgetschedule risk and adhering to all federal provincial and municipalacts and regulations laws andlegislation.
Developthe procurement plan in accordance with Manitoba obligations andpolicies for theproject.
Project Execution MonitoringandControlling :
General :
- Deliveryof project plan to ensure alignment of project goals andexpectations including management of Service Providers andcontractors manage and control project scope schedule and budgetquality risks communications stakeholders and changecontrol.
- Manageall changes to scope through project charter and / or Change Orderprocess review and approve submitted costs and track against bothapproved budget and schedule.
Advise Manitoba Manager when projectbudget increase or schedule delay is projected to occur. Workwithin Manitoba systems to seek and obtainapprovals.
- ProjectManager is required to monitor and navigate project throughManitoba s internal processes such as Architectural Review Board(ARB) approvalprocess.
- Responsibleto manage project budget including review and process progressclaims advising on timing of final payment and release of holdbackmonies.
Biweekly / Weekly reporting and tracking is expected usinginternal Manitoba systems / processes including but not limited toCash flow reporting of both actual and forecasted monthly projectspend.
- Responsibleto conduct start up meeting attend biweekly client meetings andother as required. The PM will be require to provide regularcommunication including reporting on projects status budget andschedule using Manitoba systems andtemplates.
- Trackand manage overall Project opportunities and risks. Maximizingopportunities and managing issues. Work with Stakeholders to informthe issue and provide recommendations to be communicated ProjectManager asnecessary.
- Managequality assurance and control requirements ensuring work conformsto the contract including review of mockups and deficiencyreviews.
- Responsibleto manage and coordinate provision of staff training on newsystems.
- Responsiblefor project entry and data management within Manitoba projectmanagement framework and information managementsystems.
Procurement
Workwith Manitoba to tender recommend select and negotiate contractswithvendors.
Project CloseOut :
- Conductproject closeoutreview.
- Assembleand review all necessary project close out information includingtransfer to operations asbuilt documents training manuals etc
- Lessonslearned with all stakeholders andclients.
- Finalproject closeout.
Requirements
SkillRequirements / Qualifications :
TheResource must have the following minimumqualifications orexperience :
- Minimumof ten (10) years of experience managing Information Technologyprojects
- ValidPMP Certification or Prince2 Practitionercertification.
- Expertisein project lifecycles and project planning including Resource costand scheduleestimation
- Experiencedeveloping businesscases
- Experienceplanning and managing projects in a Public Sectororganization
- Experiencemanaging multiple projectsconcurrently
- Excellentinterpersonal and listeningskills
- Strongfacilitationskills
