Director, Data & Analytics

The Director, Data and Analytics provides leadership and coordination in the development and operation of the Data and Analytics services for BC Cancer.

The Director is responsible for operations and management of the BC Cancer data and analytics portfolio and related special projects, evaluates individual and team performance, and responds to changes in customer needs.

Coordinates interdivisional data initiatives, and acts as the professional lead for the statisticians, business analysts, surveillance and data support to BC Cancer executive, physicians, and staff.

The Director leads, develops, and manages BC Cancer’s privacy framework relating to information sharing while ensuring compliance with legislation.

The Director is responsible for long and short-term strategic planning, policy development and evaluation of Data and Analytic advanced statistical analysis, business intelligence, and cognitive sciences, initiatives including those around linked databases.

The Director oversees the definition, supervision and completion of a wide variety of BC Cancer Analytic projects working often in partnership with other divisions within BC Cancer, PHSA, (including Performance Measurement & Reporting), and externally with the regional health authorities, external stakeholders and the Ministry of Health.

The Director plays an analytical role by developing and applying analytical algorithms and methods where possible with a view of driving and enhancing data systems and streamlining business processes.

In this capacity, the Director strives to improve the quality of analytics solutions on a consistent basis. This role leads the analytics, biostatical, and cognitive science departments in the creation of high-quality analyses for all functions of the business and in the definition of metrics that track the business’s performance at different fronts.

The Director is responsible to validate, interpret, and create reports and presentations for senior executive management, departmental heads / management, and relevant stakeholders.

The Director makes strategic decisions that affect multiple programs and departments and leads the data analytics departments in strategy development with regard to the collection, manipulation, and analysis of data for various business functions / departments such as screening, preventions, operations, and outcomes.

What you’ll do

Provide leadership and guidance in the design, implementation and operation of data and analytic services that support the needs of BC Cancer, including access.

Provide leadership and guidance in Data and Analytics management throughout BC Cancer, including the formalization of BC Cancer data services and surveillance standards, development of synergies and permissible linkages between various data systems / databases in use at BC Cancer, the oversight of BC Cancer data and analytic services and the development of appropriate staff to support the services and standards.

  • Create new data-driven approaches for the purpose of generating business insights through data analytics, information visualization, and addressing unanswered business issues in a proactive manner.
  • Develop and delivers advanced statistical analysis and modeling that sets the context for the future implementation of cognitive science within BC Cancer.
  • Evaluate and makes recommendations on open source analytical packages that are in alignment with PHSA BC Cancer practice standards
  • Formulate, implement, and evaluate strategic planning for data and analytics services by leading the analysis of the current situation and the future requirements of the area, initiating the development of specific goals and objectives and setting priorities for planning and implementing strategies.
  • Establish privacy and security policies and procedures for appropriate access to and sharing of health information at BC Cancer and with PHSA Performance Measurement & Reporting, the BC Ministry of Health and other relevant external partners.

Manages data sharing agreements and privacy impact assessments as appropriate. Works with team members to assure compliance with data handling policies required by the Government of BC.

Develop and maintain a human resources plan that supports the goals and objectives of BC Cancer and provides the highest level of quality service to clients.

Provides line leadership to statisticians and business analysts at BC Cancer and professional leadership to all surveillance and analytic staff by fostering an atmosphere, which promotes and encourages employees to realize their maximum potential and encourages growth.

Conduct employee performance reviews and completes appraisals for staff. Recruit staff and supports managing labour relations issues such as discipline up to and including termination.

  • Develop and monitor an annual budget for the Data and Analytics function by monitoring budget performance, planning and adjusting operations and / or staffing to meet projections and annual targets, approving expenditures, and preparing summaries for fiscal reporting.
  • Collaborate with physicians and leaders as appropriate, leads the identification of evidence-based outcomes, the development of quality indicators and care pathways, participates in data-driven quality, evaluation and research projects and ensures compliance with accreditation standards.

What you bring

Qualifications :

A level of education, training, and experience equivalent to a Master’s degree in epidemiology, public health or related discipline, with additional special training in cancer surveillance or informatics, and a minimum of ten (10) years of progressively more responsible analytics / informatics experience in a comparable role.

  • Project management experience with multi-faceted projects and stringent timelines
  • Understanding of various reports including Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), In Plain Sight, Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Model and support full team commitment to Indigenous Cultural Safety and anti-racism.
  • Demonstrate humility and heart-led leadership.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019).
  • Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Salary Range : $116,591 - $167,600 per year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience and would be in alignment with the provincial compensation reference plan.

Salary will be prorated accordingly for part time roles.
