Job description
We are seeking an experienced Technical Analyst to perform a comprehensive technical assessment, feasibility study, and cost-benefit analysis for modernizing an enterprise application environment. In this role, you will evaluate an existing Oracle APEX application portfolio, technical architecture, database dependencies, and operational workflows to determine optimal future-state platform options. Working closely with business, technical, and executive stakeholders, you will develop technology modernization roadmaps, evaluate Microsoft Power Platform governance models, analyze Total Cost of Ownership (TCO), and author business cases to guide platform transition strategies.

Location: Toronto, ON (Hybrid – 3 days in office)

Duration: 3-month contract.

Responsibilities
Current-State Application Assessment: Evaluate existing Oracle APEX applications, database dependencies, hosting models, user bases, security requirements, integrations, and operational support workflows.

Portfolio Matrix & Options Analysis: Document business criticality, complexity, and integration requirements across the application portfolio to recommend future-state strategies (e.g., migration to Power Platform, enterprise system replacement, consolidation, or retirement).

Financial & TCO Modeling: Conduct comprehensive Total Cost of Ownership (TCO), licensing, infrastructure, Dataverse connector, and support cost analyses comparing current and future-state platform options.

Architecture & Governance Strategy: Design future-state Microsoft Power Platform environment strategies, licensing structures, security access models, Dataverse data management, and Application Lifecycle Management (ALM) frameworks.

Stakeholder Engagement & Workshop Facilitation: Lead interviews, discovery sessions, fit-gap workshops, and presentations for business, technical, and steering committee teams.

Strategic Roadmap & Business Case Delivery: Prepare executive briefings, business case artifacts, risk mitigation strategies, and phased transition roadmaps outlining resource needs and deployment timelines.



Qualifications
Oracle APEX Assessment Expertise: Extensive, demonstrated experience assessing Oracle APEX application environments, technical architectures, database dependencies, and modernization pathways (Strictly Required).

Microsoft Power Platform Architecture: Extensive hands-on experience designing Microsoft Power Platform architectures, including licensing requirements, Dataverse, security models, Data Governance, and ALM (Strictly Required).

TCO & Business Case Development: Proven track record developing Total Cost of Ownership (TCO) models, marketplace assessments, cost-benefit analyses, and technology modernization recommendations (Strictly Required).

Senior Business & Technical Analysis: Strong expertise in stakeholder engagement, process modeling, fit-gap analysis, risk assessment, and technical documentation (Strictly Required).

Facilitation & Presentation: Outstanding written, verbal, and workshop facilitation skills with proven ability to present complex technical assessments to executive committees (Strictly Required).

Education: Degree or diploma in Computer Science, Computer Programming, or an equivalent combination of education and professional experience.
