Job description

Reporting to the Director of Construction, the Project Manager is responsible for the overall and cross-functional management of one or more large-scale projects, with budgets that can reach several hundred million dollars, from the initial planning phase through to handover to operations. He or she coordinates all internal and external disciplines involved in the project and ensures that it is completed in accordance with cost, schedule, quality, permit, and governance objectives.

Responsibilities:

Lead all phases of the project, from strategic planning to handover to operations.
  • Establish and maintain project objectives in terms of cost, schedule, quality, regulatory compliance, and overall performance.
  • Oversee the acquisition of required permits and ensure compliance with regulatory and environmental requirements.
  • Implement project governance mechanisms, including monitoring committees, decision- making processes, and performance reporting.
  • Manage project risks, including identifying, assessing, mitigating, and monitoring technical, financial, and operational risks.
  • Ensure the quality of deliverables, in collaboration with technical teams and external partners.
  • Oversee contract management, including agreements with suppliers, performance monitoring, change requests, and claims.
  • Ensure coordination with internal stakeholders (engineering, environment, finance, legal, operations) and external stakeholders (partners, consultants, authorities).
  • Plan and oversee the process of transferring the project to the operations teams, ensuring documentation, training, and commissioning.
  • Promote and embody continuous improvement, business process optimization, and the search for engineering solutions to meet the current and future needs of the organization.

Directly supervise a team of project managers and ensure the matrix coordination of internal and external resources.

  • Establish the progression and training plan for employees in your department to develop staff and team versatility.
  • Analyze, prepare, and submit forecasts for materials, equipment, and labor.
  • Manage employee attendance, workload, performance, and discipline.
  • Develop an annual engagement action plan to maintain a high level of commitment and a positive work environment.
  • Maintain good relations with employees and unions in Contrecoeur to ensure that departmental objectives are met.
  • Assess the key objectives and skills of your team and support them to improve departmental performance.

Comply with occupational health and safety procedures

  • Promote and ensure the health, safety, and well-being of employees at work.
  • Work with the Health and Safety Manager to improve incident and accident tracking, thereby embodying the APM's OHS culture within the team.

Integrate environmental and sustainable development initiatives into projects

  • Integrate sustainable development initiatives into projects and make them systematic in the general conditions for project implementation.
  • Ensure that our customers and port users adhere to and comply with environmental standards and our environmental policies.
  • Ensure that environmental permits are obtained for the implementation of our projects and that the surrounding communities adhere to them.

Promote partnership, cohesion, and collaboration with stakeholders

  • Represent the Infrastructure Management Department to internal and external stakeholders for the launch of infrastructure projects involving the APM
  • Respond to the needs of internal and external customers to ensure better planning and coordination of work.

Participate in the continuous improvement of the processes of your position and/or department, as needed.


Qualifications :
  • Bachelor's degree in engineering and a minimum of ten (10) years of experience in maritime or port infrastructure project management.
  • Member of the Ordre des ingénieurs du Québec (Quebec Order of Engineers);
  • Experience in project management;
  • Excellent understanding of work in aquatic environments (dredging, marine foundations, concrete or steel structures).
  • Proven experience in matrix management and interdisciplinary coordination.
  • Proficiency in project planning, monitoring, and control tools (e.g., Primavera P6, MS Project, Excel).
  • In-depth knowledge of the permit application process and regulatory requirements in Quebec.
  • Skills in cost management, trend analysis, risk management, and quality control.
  • Experience in contract management and change request processing.
  • Excellent communication skills, ability to mobilize teams and interact with stakeholders.
  • Strong organizational skills and ability to work effectively on multiple projects simultaneously with tight deadlines;
  • Creativity in implementing key infrastructure management practices;
  • Dynamism and professional integrity;
  • Hold an ASP card;
  • Valid driver's license;
  • Bilingualism (French and English) spoken and written.
