POSITION PURPOSE Reporting to the Program Manager, District Support is responsible for providing technical, analytical and monitoring support in the development of optimized road maintenance operational activities and asset management, quality standards, and pre-engineering services and making appropriate reports and recommendations.
MAJOR RESPONSIBILITIES
- Assists in the development of operational project preparation and major contract specifications in compliance with annual budgets and operating plans.
- Coordinates and controls the processing of contractual payments in compliance with field quantities and contract specifications.
- Compiles operational data from various units. Prepares estimates, tender documents and specifications for minor operational requirements such as asphalt patching.
Ensures compliance with budget and operating plans. Prepares contract for Supplies Division and advertising for tenders.
Determines priorities and submits to operational staff. Processes for payments following completion of work.
- Carries out road and structural needs inspections and investigations.
- Reviews technical operational asset management data from various operational units. Maintains data base and monitors and evaluates the performance and accomplishments, in compliance with Regional standards, to ensure consistency in application and in scheduling work maintenance.
Provides reports on work requirements.
Compiles operational data from contractors. Enters and maintains asset and pavement management program. Reviews operational data, performs analysis for regressions curves and deterioration levels.
Determines strategy and priority for rehabilitation of roads and bridges infrastructure to assist management staff in establishing work priorities and budget.
- Monitors operational work units’ performance in compliance with accepted standards and prepares recommendations and reports for productivity and performance standard improvements.
- Monitors and analyzes the distribution of operational expenditures for both the fiscal accounting and the road maintenance management system.
- Reviews, monitors and ensures compliance of operational field records are in accordance with operational policies.
- Liaises with internal and external staff, government and outside agencies, contractors, consultants and the public on road construction projects and provides technical information in response to inquiries.
- Performs other duties as assigned, in accordance with Branch and Department objectives.
QUALIFICATIONS
- Minimum three (3) years experience in operational road related activities.
- Valid Ontario Class G driver’s license and reliable vehicle to use on corporate business.
- Knowledge and technical analytical skills related to transportation management and operations.
- Knowledge of transportation engineering design and operation principles.
- Familiarity with relevant legislation and standards including the Occupational Health and Safety Act, Highway Traffic Act, Ontario Provincial Standards and Ontario Traffic Manual.
- Thorough knowledge of theory, principles and practices of transportation planning, design and construction and Ministry traffic policies and procedures.
- Ability to read and interpret roadway construction drawings and applicable technical manuals and specifications.
- Knowledge and demonstrated ability in corporate core competencies including communication, innovation, teamwork and collaboration, and personal ownership.
- Computer literacy utilizing MS Office software applications, as well as proficiency with the application of specialized software relevant to the technical specialty.
- Ability to work outside regular business hours as required.
