Position Description

The CAMH Queen Street Campus Redevelopment is a multiphase capital program which supports the transformation of lives for those affected by mental illness.

Our Redevelopment Office is seeking a full-time, permanent Senior Project Manager ICT to lead the following :

  • Provide project management leadership, direction and guidance for the Information Communication Technology (ICT) required for the large capital redevelopment projects in accordance with stakeholder ICT, electronic security, AV and integration systems needs.
  • Complete effective ICT planning / selection / specifications, scope negotiations, procurement strategies, risk management, project operations, third party consultant management and ICT commissioning activities for large capital projects, in accordance with project ICT requirements, schedules and budgets, continuously assessing quality of performance / deliverables, and proactively identifying project risks.
  • Develop a comprehensive engagement strategy to seek input from multiple stakeholder groups, including IT / IMG department, Security, Facilities, and clinical patient care and research programs, to ensure clear understanding of project ICT scope and timely decision-making in accordance with the project schedule.

Activities :

Implement best practice project management, including processes, principles, templates, tools and partnerships to ensure high quality plans, and comprehensive project controls to lead all aspects of planning and design.

  • Maintain and apply for the benefit of CAMH projects, expert level knowledge of both well-established and also cutting edge information technology solutions, the technology industry, trends and applications of technology enablers to healthcare, within the context of new hospital facility construction and Infrastructure Ontario 3P AFP projects.
  • Possess detailed understanding of hospital operational practices, information systems, security, automation, alarm management and audio-visual systems interoperability, integrated workflows and integrated systems commissioning and best practices.
  • Develop formal / informal schedules to manage engagement, deliverables, communications
  • Collaborate across portfolios to support an integrated project plan
  • Investigate best practice in behavioural health design and present to clinical leadership (i.e. literature reviews, site visits, presentations from industry experts / other organizations) to inform CAMH ICT strategy
  • Establish project ICT vision and planning parameters in collaboration with CAMH leadership
  • Demonstrate understanding of clinical functionality to support user group decision making
  • Assess proposed design solutions to validate effectiveness in meeting patient / staff needs and assist stakeholders in understanding how to interpret drawings, elevations, etc.
  • Achieve successful integration of technology / infrastructure with clinical design to support operations
  • Assemble tools to support design evaluation by stakeholders (i.e. low fidelity, high fidelity mock ups, VR sessions, 3D design) and support decision making
  • Organize use case studies / simulations to confirm functional and integration requirements, and ensure that end users understand how the ICT systems will support operations, and ensure patient and staff safety
  • Complete feasibility studies to evaluate multiple options and assist with decision making
  • Compose / revise Project Specific Output Specifications (PSOS) sections to best position CAMH during the execution of the Project Co contract to deliver safe spaces in support of patient care and the project vision
  • Recommend value management strategy / creative design solutions to mitigate budget, and schedule impacts
  • Assess level of coordination amongst disciplines (architectural, mechanical, electrical, structural, civil, landscape, hardware, ICAT, interiors, etc.

and issue feedback to ensure high quality, coordinated design

  • Maintain current knowledge of all codes, standards, guidelines related to behavioural health facility design
  • Demonstrate full compliance with the MOH and Infrastructure Ontario’s requirements at all project stages
  • Incorporate Lessons Learned from prior capital projects, other hospitals’ experiences
  • Proactively identify and mitigate risk wherever it may arise with a focus on improving patient and public safety, and overall quality of care and service and communicate across all levels of leadership
  • Report regularly on project ICT progress against milestones and budget and recommend improvements
  • Perform deficiency reviews during construction, and surrounding substantial completion with stakeholder groups
  • Conduct regular site visits during construction to ensure design details are implemented according to PSOS and meets CAMH quality and safety requirements
  • Collaborate with operational readiness planning team to identify opportunities for early implementation of ICT change(s) in existing spaces, and support staff training and operational simulations in the new spaces
  • Keep abreast of new / emerging ICT products / technologies, engage stakeholders, and lead revisions of specifications as required
  • Manage ICT consultant toward the development of key deliverables at project milestones
  • Ensure project priorities, tasks and timelines related to ICT are established, implemented, measured and monitored
  • Demonstrate an ability to work collaboratively with team members and use effective communication
  • Improve the processes continually to achieve planning and design excellence
  • Coordinate with operational stakeholders throughout planning and construction phases to ensure successful project ICT outcomes
  • Deliver ICT scope within budget(s), adjusting priorities / timelines to mitigate unforeseen events and / or manage scope changes using clear rationale to support decision-making
  • Continuously validate project ICT budget alignment, maximize Ministry of Health (MOH) cost share potential

Plan and implement all aspects of a comprehensive ICT stakeholder engagement strategy

  • Develop and maintain trusted advisor relationships with stakeholders, sponsors, operational support owners & consultant team(s)
  • Determine user group membership, divided into logical groupings, with diverse representation
  • Lead / oversee multiple simultaneous ICT user group activities, facilitate stakeholder decision making, document decisions, generate meeting minutes
  • Develop a logical user group schedule that aligns with project milestones, and incorporates consultations with ICT systems stakeholder groups
  • Assemble efficient meeting agendas that allow planning / design progress and best utilize stakeholders’ time
  • Facilitate stakeholder decision making, using the project vision to guide scope development
  • Manage expectations related to ICT scope, procurement timelines, and processes
  • Resolve conflicts between / amongst stakeholders as they arise
  • Negotiate agreement amongst the various stakeholders, and document decisions
  • Communicate with internal and external stakeholders on process, decision points, project status, issues (including written feedback, sign-off at key milestones) to manage expectations related to scope, timelines
  • Demonstrate to stakeholder groups how stakeholder input has influenced design
  • Manage scope changes using clear rationale and continued alignment with project vision
  • Issue addenda to revise PSOS language / ensure that scope accurately reflects clinical requirements
  • Collaborate with clinical leadership to continuously assess design against operational change(s) to validate ICT scope suitability for future use

Frequently update, collaborate with and ensure project ICT alignment with key IT / IMG, Security, Facilities, Research and Clinical Programs ICT stakeholder groups

  • Perform detailed review of ICT-related submittals / transmittals, requests for information (RFIs), variations / change requests, throughout the projects, and provide consolidated RO, consultant and stakeholder responses
  • Assess level-of-coordination amongst ICT and design plans to and issue feedback to ensure high quality, coordinated design in collaboration with RO team and consultants
  • Perform reviews of ICT and design requirements integration and compliance with project agreements
  • Coordinate consultant and stakeholder reviews surrounding significant design and construction milestones
  • Issue addenda / variations to revise PSOS language / ensure that scope accurately reflects clinical requirements
  • Consult with vendors and consultants to evaluate ICT options and assist with stakeholder teams with formulation of recommendations and problem-solving
  • Manage relationships and project operations interactions with constructors, subcontractors, vendors, stakeholders and consultants with the goal of ensuring coordinated, high-quality ICT project outputs, which comply with specifications, standards, behavioural health guidelines, stakeholder expectations and maximize value-for-money
  • Contribute to preparation of requests for proposals (RFPs) as well as proposal evaluations
  • Assess consultant performance and issue feedback to ensure high-quality deliverables are achieved

Review vendor and consultant invoices and recommend payment actions to RO management

Qualifications

  • University Degree preferably in Engineering or Architecture or Project Management
  • Professional designation (preferred)
  • Relevant Information Technology certifications (preferred)

  • Minimum of 10 years of information technology project management experience, ideally in a hospital setting, successfully leading large capital projects (>

$10M ICT budget) to on-time, on-schedule and within budget

  • Experience with DBFM / DBF project procurement models (AFP)
  • Architectural skills / knowledge preferred design (blocks, room level design), interiors, door hardware, signage, etc.
  • Engineering skills / knowledge preferred Mechanical, Electrical, Civil, Structural
  • Construction administration experience preferred (including on site deficiency inspections)
  • Information technology project management and operational administration experience preferred
  • Ability to interpret architectural drawings, shop drawings, specifications
  • Experience leading multiple concurrent IT systems implementation projects and proven ability to assist and advise organizations with strategic approaches to managing significant scope of change management within short periods of time over transformative transition periods
  • Expert level knowledge of both well-established and also cutting edge information technology solutions, the technology industry, trends and applications of technology enablers to healthcare, within the context of new hospital facility construction and Infrastructure Ontario 3P AFP projects.
