Job Description : PURPOSE OF POSITION

PURPOSE OF POSITION

Accountable for providing oversight and leadership in the delivery of Data, Surveillance, and Reporting programs, services, and initiatives in support of overall Credit Union & Insurance Prudential strategies.

KEY RESPONSIBILITIES

  • Oversees and leads the development and implementation of Data, Surveillance, and Reporting department programs / services / initiatives, including strategies, plans, methods, tools, and processes to meet the overall strategic plans and priorities of the Credit Union & Insurance Prudential division, responsible for the prudential regulation and supervision of credit unions and provincially regulated insurance companies.
  • As a member of the FSRA leadership team, contributes to the FSRA strategy and development of tactics, and provides leadership in executing programs, services, and initiatives to deliver on the strategy.
  • Oversees and leads all regulatory data and information reception activities of regulated credit union and insurance companies, including regular filings and ad-hoc data calls.
  • Oversees and leads the development and evolution of data collection systems (e.g. Enhanced Data Collection) from a business perspective in collaboration with IT and external vendors.
  • Oversees and leads the management of macroeconomic data and surveillance of the macroeconomic environment, including emerging risks, that could impact the regulated entities and sectors.
  • Oversees and leads all sector-wide reporting, including to FSRA's Board and CEO, credit unions and insurance sectors, and other external stakeholders (e.g. other regulators).
  • Provides expertise and advice to FSRA management and staff in response to issues and risks to achieving FSRA's mandate, and evidence-based recommendations for change.
  • Manages and coaches the unit and its staff to foster a culture of service excellence which respects diversity, encourages teamwork, contributes to a healthy, rewarding, and productive working environment, and upholds personal and team accountability for meeting FRSA's values, vision and mandate.
  • Accountable for building a strong team by hiring, training, coaching and retaining staff, setting performance standards, and conducting performance reviews, and for managing employee relations matters.
  • Works with the EVP and Heads in developing operational plans and the development and reporting on performance metrics, program effectiveness, risks and impacts to section, department and FSRA.

Accountable for the management of the section budget.

  • Promotes and drives innovation and continuous improvement throughout the section and across FSRA.
  • Champions and leads critical change and a new collaborative, forward thinking culture within the unit, and works with others to achieve this across the department or sub-function.
  • Develops, manages, and leads relationships and consultation with internal and external stakeholders.
  • Works in collaboration with colleagues on priorities for FSRA.
  • Acts on behalf of the EVP as assigned.

QUALIFICATIONS

Education and Experience

Degree in science, engineering, math, computer science, finance, economics, or related field with significant quantitative content;

graduate degree is preferred; relevant designations are preferred.

  • 8-10 years' experience in science, technology, or financial services.
  • 6-8 years' experience directing, planning, and managing the delivery of programs, services, initiatives in financial services, with expertise in data or risk.
  • 5+ years' experience with people management.
  • Expertise in working as a member of a larger relevant function / department.
  • Experience with engaging stakeholders and developing relationships.
  • Experience with leading staff and resolving complex related issues.
  • Experience with leading projects.
  • Experience with credit unions, banking, insurance or other financial institutions is preferred.

Knowledge and Skills

Skilled in leading complex data analysis and reporting, particularly financial and sometimes non-financial analysis; working knowledge of accounting treatments (e.

g. IFRS) of financial metrics at financial institutions is a strong asset.

  • Skilled in risk identification and risk assessment relating to financial institutions; knowledge of Basel principles is a strong asset.
  • Skilled in stakeholder management with senior executives of the regulated sectors.
  • Strategic, adaptable, forward-thinking, with a strong understanding of the credit union / banking and insurance environments.
  • Leadership skills to implement an effective and efficient organizational structure and ability to manage and champion change for an effective organizational culture and vision.
  • Leadership skills to directly supervise all leadership positions and establish individual goals as well as build and lead high-performing teams, ensuring that all team members are aligned and collaborating to achieve organizational results.
  • Skilled in leading critical transformations.
