Hybrid Job : This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home.

The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

Reporting to the Director, Strategy and Data Intelligence, this position is responsible for providing subject matter expertise and working collaboratively with stakeholders across the organization and at all levels to develop, implement and sustain a centralized data strategy to generate actionable insights and improve data-informed decision-making at Toronto Community Housing Corporation (TCHC).

In this role you will be able to support TCHC's tenant focused culture.

What you’ll do

Data Strategy

• Utilize expertise and knowledge in working with stakeholders from across the organization and at all levels, to develop, implement, and sustain a centralized data strategy.
• Work collaboratively with key data stakeholders to establish a data governance framework, including policies, procedures and standards to ensure effective and efficient data management (including data quality, security, privacy and compliance with regulations)
• Work collaboratively with all business units to improve capacity for data analytics and data visualization to drive data-driven decision making.
• Serve as a liaison between Business areas and Information Technology to ensure that data-related business requirements are clearly defined, communicated, well understood and considered as part of operational prioritization and planning
• Advise and provide guidance on risks and opportunities to timely and effective implementation of the data strategy and other departmental initiatives.
• Prepare reports for various stakeholders including the Director, the Vice President of Strategic Planning and Communications, the Executive Leadership Team, the Service Manager and the Board.
• Conduct complex data analysis, with input from relevant business units, bringing together data from across business areas and housed in an array of linked and non-linked systems.
• Create reports and presentations in order to brief the senior and executive leadership teams as well as the Board of Directors, considering necessary messaging and level of detail for a range of purposes and audiences.
• Develop, measure and track performance analytics and develop predictive data intelligence.
• Build TCHC’s capacity to anticipate emerging needs, new trends, relevant opportunities and risks.
• Stay apprised of data-related government regulatory requirements and emerging trends and issues.

Coordination and Collaboration

• Coordinate the bi-annual Tenant Survey, including vendor management and additional data analysis, identifying key areas for action to improve tenant satisfaction with TCHC.
• Collaborate with the Strategic Planning unit to develop, measure and track Key Performance Indicators related to the organization’s Strategic Plan, and with Business Units in the development of metrics for Annual Business Plans.
• Collaborate with the Strategic Relations unit in the conceptualization and execution of a research program for the organization

Leadership

• Provide leadership and effective management of staff including setting appropriate context, building a positive and productive team, effectively managing performance, identifying and resolving compliance issues to ensure adherence to TCHC policies and controls.
• Willingness to take charge and provide direction.
• Stay apprised of data strategy and research best practices to support the learning and development of staff.
• Ensure development and execution of progressive performance plans within their team, as needed.
• Adhere to established People and Culture policies and procedures including collective agreements.
• Promote the Toronto Community Housing Culture Model within the Unit.

What you’ll need

• Bachelor’s degree in Computer Science, Information Management, Public Policy, Social Sciences, or other relevant discipline
• Minimum of 5 years of experience in a service-based organization with large-scale data, research, business intelligence, and project-management and oversight experience
• Demonstrated experience leading data governance, data analytics and business intelligence initiatives in an organization with large-scale enterprise data.
• Ability to break down complex problems and projects into manageable goals
• Strong strategic thinking and decision-making skills; ability to develop creative solutions for a variety of current and emerging data-related challenges;
• Well-developed people leadership and relationship building skills;
• Excellent communication skills (verbal and written); capable of establishing a high level of credibility, both internally and externally, with a wide variety of stakeholders;
• Political savvy and the ability to maneuver through complex situations effectively with patience, diplomacy and sensitivity.
• Strong negotiating and influencing skills.
• A true team orientation; actively promoting collaboration within the team and with other stakeholders within TCHC.
• Strong proficiency in Excel and PowerBI.
• Certification in data management is an asset.
• Certification in project management is an asset.
