Position Summary :
The Manager, Ground Transportation Operations oversees the operational flow of Terminal roadways, curbs and commercial vehicles.
The Manager will also oversee operations of various commercial vehicle holding and staging lots including ancillary dispatch and driver operations and related facilities.
In addition, this position will ensure that groundside transportation operations KPI’s and SLA’s are met. This position works closely with the commercial team and terminal operations team to ensure a safe, efficient, and orderly flow of vehicles, drivers and passengers.
This Manager has oversight on key contractors and ensures that revenue targets are met, and spending costs are contained.
Key Accountabilities :
- Manage and administer operations related to Toronto Pearson roadway network and Terminal Curbs to facilitate the delivery of maximum revenue and cost containment
- Manage, monitor and evaluate Ground Transportation operational contracts
- Oversee the Groundside Work Permit Program
- Develop and manage budget for the Ground Transportation Operations Team
- Lead RFP’s and EOIs related to Ground Transportation Operations
- Develop and deliver peak period plans of operations in conjunction with the Ground Transportation Business team and Manager, Parking Operations
- Oversee the licensing issuance and compliance program for Taxi / Limo permit and license holders, drivers and commercial vehicle operators
- Responsible for the oversight of the CVHA and PARD buildings from an Operational perspective
- Find innovative and strategic ways to reduce roadway and curb congestion and implement measures in consultation with our business partners and partners
- Implement and monitor the development, communication and delivery of operational procedures, policies, standards, level of service and rules and regulations related to groundside transportation
- Oversee the Mystery Shop program or any other critical metric measurement program in place
- Build and implement the annual Operations Plan incorporating capital and non-capital requirements to address our Ground Transportation strategy
- Monitor curbside management performance metrics and find opportunities for operational improvements on roadways and curbs
- Identify and report deficiencies and issues related to roadways, curbs, staging lots and related buildings
- Lead and coordinate all project implementation related to groundside operations
- Analyze Taxi / Limo, TNC and Commercial Vehicle performance metrics and SLA’s with Business Manager to rationalize changes in supply and demand
- Lead the complaint resolution process to ensure all complaints are taken care of and resolved in a timely manner
- Prepare and supervise contingencies for disruptions / irregularities of the transportation operation including construction
- Establish and maintain enforcement standards throughout GT network
- Administer and management the discipline program through the demerit point system process
- Liaise with MOs and other internal partners to ensure day of mandates are addressed
- Oversee the smoking area program in conjunction with the Toronto Pearson Public Safety
- Deliver on the people pillar to support and further the business’ vision through building and development of diverse, multi-skilled teams
Qualifications :
- Post-secondary degree or diploma in business, Aviation Management and / or facilities management or a combination of education and relevant experience
- 5 years’ experience in parking and / or groundside and / or airside operations environment or equivalent
- 3 years’ experience in people management and / or supervisory role
- Demonstrated experience in a customer centric environment
- Valid Ontario Driver’s License
- Obtain and retain a Transportation Security Clearance

- Knowledge of prioritizing, solving problems and an understanding of business analysis and reporting
- Ability to assess and understand current and future business requirements
- Demonstrated leadership skills through collaboration across multiple functional groups, at various levels
- Experience in contract management
- Ability to analyze data and performance metrics to uncover insights
- Knowledge of the industry policies, procedures and practices related to parking and groundside operations and revenue generation.
- Knowledge in Budget Management, contract management and contract terms and conditions
- Knowledge of relevant parking, roadways and groundside legislation and regulations
