Reporting to the System Officer, People and Culture, the Senior Manager, Accountability and Investigations will provide leadership and strategic expertise in establishing the strategy, plans, and initiatives of the Accountability and Investigations Unit to foster a positive organizational culture and a safe and inclusive working environment.

This position will provide oversight and management of Investigations, the Police Reference Check (PRC) Office and the Whistleblower complaints process.

Summary of Duties :

Ø Support the System Officer in defining the overall Unit’s strategy, departmental plans, and initiatives, ensuring alignment with People and Culture strategy and organizational goals.

Ø Provide leadership for the planning, development, and implementation of the Accountability and Investigations programs and services, incorporating best practices to cultivate a positive organizational culture, and promote continuous improvement and service excellence.

Ø Oversee and provide expertise, strategic advice, and direction on workplace investigations, including but not limited to Non-Code Workplace Harassment, Workplace Violence, Abuse and Neglect of Students, breaches of organizational policies and procedures, and Alleged Culpable Behaviour / Misconduct by Employees.

Ø Lead and coordinate dispute resolution processes and case management services.

Ø Lead and oversee complex workplace investigations involving confidential and sensitive matters, ensuring best practices in investigative techniques and processes.

Ø Lead and manage the Accountability and Investigations team, including recruitment and selection, training, and development, coaching and mentoring, and performance evaluation.

Ø Leverage expert knowledge of workplace investigations, employment law and legal concepts, to identify, develop and implement methods to update, enhance and streamline policies, processes, and procedures.

Ø Conduct research and analysis on trends and metrics and prepare reports to optimize operational and service needs.

Ø Provide expert advice, counsel and recommendations on investigation matters, PRC programs, and whistleblower complaints, including interpretation of legislation, conflict resolution, and appropriate workplace behavior.

Ø Oversee the PRC office, including resolving escalated issues and conducting interviews in accordance with the PRC protocol and procedures.

Ø Oversee and manage the development of investigative reports, and submissions to relevant decision makers.

Ø Triage investigation files to ensure timely completion of investigations.

Ø Manage external investigators to ensure effective and efficient investigative process.

Ø Represent the TDSB at hearings, arbitrations and legal proceedings related to investigations.

Ø Lead and manage the design, development and delivery of educational and training programs related to investigations and dispute resolution processes.

Ø Develop, review, and monitor the Unit budget, including expenditure review and authorization, analysis of transactions and forecasts.

Ø Prepare system wide communications, reports, briefing notes and presentations for senior leaders, other stakeholders, and chair, attend and / or participate at various committees and meetings to respond to inquiries, address concerns, and discuss and resolve emerging issues.

Ø Provide leadership in fostering equity and inclusiveness in the development and implementation of programs and services.

Ø Other duties as assigned.

Qualifications :

Ø University degree in a related discipline (, Law, Criminology, Psychology, Labour / Industrial Relations, Human Resources) and eight years of progressively responsible related experience in human resources for a large, complex, multi-site and multi-unionized employer, or an equivalent combination of education and experience.

Ø Workplace Investigator training and / or training in conflict resolution and / or alternative dispute resolution preferred.

Ø Proven experience conducting investigations and alternative dispute / conflict resolution on matters relating to Abuse and Neglect of Students, Workplace Violence, Workplace Harassment for Non-Human Rights Code Harassment and Alleged Culpable Behaviour / Misconduct by employees.

Ø Expert knowledge of employment law and practices, including grievance / arbitration handling, employee relations, and contemporary investigation, discipline, and oversight techniques.

Ø Demonstrated ability to develop investigative plans, gather and preserve evidence, produce detailed reports, and testify in legal proceedings.

Ø In-depth understanding of current employment legislation, HR trends, case law related to conducting investigations, best practices, programs, policies, and processes.

Ø Successful managerial experience with proven ability to lead, develop, mentor, and engage employees on the team.

Ø Experience in budget management, including expenditure control.

Ø Demonstrated ability to provide strategic counsel and guidance to senior leaders and stakeholders.

Ø Demonstrated strategic planning, project management, change management, and organizational skills.

Ø Sound analytical, interpretative, strategic thinking, and problem-solving skills.

Ø Proficient in supporting legal risk mitigation with advanced negotiation and influencing skills.

Ø Strong business acumen, networking skills and client service orientation.

Ø Excellent written and oral communication skills, with the ability to present clear, well-structured reports and briefs.

Ø Proven ability in promoting equitable practices which value inclusiveness and diversity.

Ø Proficient computer skills including Microsoft office, HRIS applications, case management software and social media tools.

Special Requirements :

Ø Requires occasional travel across the TDSBand to other locations.

Assets :

Ø Certified Human Resources Professional designation (CHRP, CHRL) preferred but not required.
