About this opportunity:
On behalf of our client at Innovation, Science and Economic Development Canada (ISED), we’re looking for an experienced Business Analyst to support Digital Transformation Services Sector (DTSS). DTSS aims to maximize ISED's business performance through modern and progressive management of information technology (IT) services, policies, and resources.
Requirements:
- Must possess a Government of Canada Secret level security clearance
- 10+ years experience as a Senior Business Analyst
- Extensive experience working on IT transformation initiatives
What You’ll Do:
- Develop work plans to meet business priorities and deadlines
- Proactively elicit information through interviews, document analysis, requirements workshops, surveys, business analysis, and workflow analysis
- Organize and lead workshops to gather user requirements
- Analyze and validate business requirements
- Prioritize business requirements and develop traceability matrices
- Analyze and document as-is (current state) and to-be (future state) business processes
- Perform gap analysis
- Develop business process models
- Document comprehensive business cases to assess the costs, benefits, ROI, and Total Cost of Ownership (TCO) of proposed solutions
- Identify value gaps and opportunities for process enhancements or efficiencies
- Re-design/enhance core business processes
- Support continuous process improvement for multiple business domains by maintaining a thorough understanding of current business processes and how they functionally align with other business areas
- Recommend process improvements that align with sustainable best practices
- Analyze and identify risks and mitigating controls as well as follow-up on necessary approvals
- Analyze functional requirements to determine information, procedure and decision flows
- Development of business and project management documentation such as:
- Project charter
- Mission/vision statement
- Business proposal
- Business case
- Business Requirements Document (BRD)
- Business process design documentation
- Functional specifications
- Non-functional specifications
- Use case documentation
- Requirements traceability matrix
- User documentation
- Training documentation
Security Clearance:
All candidates must possess a current and valid federal government Secret Clearance.

Nice to Have
- Background in financial services, capital markets, or treasury systems
- Experience with Big Data / NoSQL platforms (Hadoop, Spark, HBase, Spark SQL)
- Familiarity with Agile delivery models and distributed team environments
