Job Summary

The Team

The Mental Health and Substance Use Analytics Team, part of the Health Sector Information, Analysis and Reporting Division, is dedicated to supporting the Ministry of Health's mandate through various healthcare projects related to the mental health and substance use (MHSU) landscape in British Columbia.

This established team currently consists of five members, led by a director, and is divided into two streams : data partnerships, acquisition, and testing, led by the Lead Health Information Research Officer, and data analytics and reporting, led by the Manager.

The team collaborates closely with health analysts, team leads, executives, and external partners, including regional health authorities, to facilitate evidence-based decision-making.

Team members appreciate the collaborative atmosphere, excellent communication, and the opportunity to work on diverse projects that align with the Minister's larger strategic priorities.

The Role

As our new Data Scientist, you'll play a vital role in shaping mental health and substance use policies through your expertise in data science.

You'll have the opportunity to dive into engaging projects, connecting with stakeholders to identify needs and uncover valuable insights.

Your work will involve project planning, staying current with healthcare trends, and presenting complex information in a way that resonates with both technical and non-technical audiences.

The impact of your efforts will be felt by citizens and clients alike, helping to implement effective policies based on solid evidence.

Qualifications :

Education and Experience Requirements

Master's degree in a data science, computer science, statistics / economics, mathematics, or other relevant specialty field (e.

g. health information science, business / data analytics) as designated by program requirement, and 2 years related experience; OR

Bachelor's degree in a data science, computer science, statistics / economics, mathematics, or other relevant specialty field (e.

g. health information science, business / data analytics) as designated by program requirement, and 3 years related experience; OR

Diploma in data science, computer science, statistics / economics, mathematics, or other relevant specialty field (e.g.

health information science, business / data analytics) as designated by program requirements, and 4 years related experience; OR

  • Certification from a recognized institution in a related field and 5 years of related experience; OR
  • An equivalent combination of education and experience may be considered.

Related recent experience must include the following :

  • Experience at leveraging relational databases and large datasets to conduct quantitative analysis of structured and unstructured data sources, and using associated applications such as SQL, R, Python or other programming language / s.
  • Experience determining appropriate use of various problem structuring methods and statistical methods for sampling, distribution assessment, bias, and error.
  • Experience with machine learning, clustering, and classification techniques to analyze diverse sources of data.
  • Experience creating and delivering the results of statistical and / or economic analysis at executive-level through presentations, briefs, reports and visual analytics for the purpose of decision making.

Preference may be given to applicants with ONE (1) or more of the following :

  • Post graduate degree.
  • Experience with developing and implementing data collection projects.
  • Experience uncovering business insights and addressing data quality issues.
  • Experience in R, Python, and developing dashboards in Power BI.

This position can be based out of any of the location(s) listed above.

Flexible work options are available; this position may be able to work from home up to 5 days a week subject to an approved telework agreement.
