Responsibilities
- Lead and oversee program strategy development from inception through to project close-out and transition to operations.
- Manage business planning, benefits identification, and organisation funding requests for I&IT programs.
- Understand and articulate I&IT executive expectations and translate them into program deliverables.
- Direct multidisciplinary project teams, including multiple Project Managers and matrix team members.
- Monitor and manage cost, risk, schedule, governance, technical performance, and program impact.
- Provide a program / portfolio view of project interdependencies and external dependencies.
- Analyse program and organisational environments to identify risks and issues; recommend mitigation strategies.
- Exercise leadership responsibilities, including coaching and talent development.
- Direct stakeholder consultation, facilitation, and consensus building.
- Provide program, portfolio, and / or project reporting to multiple stakeholders.
- Lead strategies to overcome resistance to change and leverage forces supporting change.
- Seek innovative business processes, technologies, and products to benefit programs.
- Build positive relationships within teams and external parties.
- Contribute to improvements in life cycle based on lessons learned.
- Schedule and organise meetings / events and maintain agendas.
- Ensure correct use of technology for operations (video conferencing, presentations, etc.).

Must Haves
10–20+ years’ experience in technology leadership roles for large IT applications (10,000+ users).Hands‑on experience managing external vendor relationships.Experience collaborating with legal, procurement, and cyber security teams for vendor compliance.Experience reporting on deliverables, milestones, issues, and risks to various audiences.Ability to translate complex technical concepts into clear, actionable insights for business stakeholders and executives.Public Sector Experience – 10%
Programme‑level leadership in implementing and sustaining large, complex IT solutions and public‑facing applications.Experience with OPS project management methodology and gating processes.Familiarity with OPS procurement and Vendor Management directives.Leadership & Technical Skills – 35%
Strategic program‑level guidance for Information Management & IT technology and infrastructure.Leadership in advising IT and client teams on integrated solutions to meet business objectives.Coordination of IT application projects using appropriate system development life cycles.Experience with cyber security initiatives (TRA, PIA, VA, PEN, BIA, RMR).Technical leadership for multiple projects involving legacy upgrades, security updates, migrations, and refreshes.Evaluation and acceptance of vendor deliverables; input to contract negotiations.Project Management Knowledge – 25%
Management and executive‑level updates on risks, issues, and status.Coordination of concurrent deliverables with competing priorities.Development of processes and procedures for implementing deliverables.Oversight of design, testing, installation, and monitoring of new systems.Strategic direction on change‑management principles.Promotion of OPS I&IT standards and best practices.Drafting SOWs, work orders, and contract negotiations.Managing vendor performance through KPIs, SLAs, and reviews.Fostering collaborative partnerships with vendors.Managing multi‑vendor environments and resolving vendor‑related issues.Ensuring compliance, risk management, and data security with vendors.Stakeholder Management & Communication – 15%
