The Property Services Manager will oversee capital projects and building improvements for non-technical upgrades to the building in a cost-effective manner consistent with our capital plans and non-capital projects as well as special projects as required.
This role also includes responsibility for overseeing and assisting with the execution of all Landlord and Tenant improvement projects in collaboration with the Retail Design and Construction (RDC) team.
The ideal candidate will coordinate numerous activities simultaneously, acting in the best interest of the company as a Project / Construction Manager and Tenant Coordinator.
The candidate must be well-versed in all aspects of construction and technical matters, able to estimate and implement capital projects on budget and within targeted deadlines.
This position requires a decision-maker who interacts effectively with a diverse range of personalities.
Note : Tenant and landlord construction is primarily the responsibility of the RDC team, who would work closely with the Property Services Manager.
Responsibilities :
- Work with contractors and operations managers to assist and approve tenders and RFPs for non-capital projects in conjunction with the Senior Operations Manager in accordance with budget / spending limits.
- Oversee capital projects and building improvements for non-technical upgrades to the building in a cost-effective manner consistent with our capital plans.
- Manage contracts and the RFP process as required.
- Conduct monthly and / or quarterly meetings with contractors and vendors for contract management.
- Update Building Condition Assessments (BCA) and the 10-year capital plan in collaboration with the Senior Operations Manager.
- Transfer information and link documents to the excel sheet, using the BCA to populate the 10-year capital planning notes.
- Lead the Operations team for Health and Safety & AODA compliance.
- Audit training and schedule courses.
- Coordinate site assessments for IAQ, Radon, Hazmat, Mold, Odour, Water, lighting, and sound reports.
- Maintain memberships and partnerships with various sustainability organizations.
- Request and maintain diversion targets records in collaboration with the Maintenance Manager.
- Audit current products and processes, investigate and explore alternatives and ensure that Product Procurement forms are completed for any changes for consideration.
- Be available to respond to the site for after-hour emergencies as required.
- Coordinate access to all areas of the building as required for LOD / initial survey into space(s) to prepare drawings.
- Coordinate Access to site (vendors, Enbridge, Toronto hydro, survey groups)
Project Commencement :
- Arrange with all parties for demolition.
- Review newly demolished space for additional operational scope : futureproofing, clean-up, optimizations.
- Act as the main point of contact for questions, coordination, and frequent technical review of installs.
Closure of Project :
- Conduct final review of deficiencies.
- Review final clean-up.
- Coordinate hoarding removal or re-demise if required.
- Assist in tenant handover of space and rectification of any deficiencies.
Tenant Work : In coordination with the RDC team :
- Review all MEP drawings and comment based on the same practices as LLW / CAP.
- Tender and arrange hoarding installation if applicable.
- Collect all startup documents.
- Meet with GC, review site rules.
- Assist in handing over possession of space.
- Coordinate with GC / Trades including site access.
- Assist tenant with opening / onboarding support (telco, maps, questions, maintenance documents, etc.).
- Manage construction deposit release.
- Provide logs / tasks / work orders for the Maintenance team and contractors to complete.
- Facilitate tenant requests.
- Work with and assist other team members at the site to coordinate and execute building projects as required.
- Be available to respond to the site for after-hour emergencies when required.
Base Building Projects :
- Oversee and execute base building capital and non-capital projects as assigned.
- Oversee and manage the building HAZMAT plan and program.
- Facilitate tenant requests such as renovation / construction projects and access to other areas of the site.
- Work with and assist other team members at the site to coordinate and execute building projects as required.
Project Management :
- Review LL obligations / lease agreements and / or capital project objectives.
- Conduct budget analysis and provide recommendations, site specifics.
- Source / hire consultants applicable for the project and communicate requirements (existing site reviews, specifics, scope of work, budget, timeline).
- Review drawings and specifications, amend / advise as required.
- Produce tender packages, review, and award contracts.
- Apply for variances / permits as required.
- Communicate and maintain established rapport with City Officials.
- Produce Development Reports to owners (Capital Approval) to initiate the release of funds, track / review / approve progress draws.
- Conduct contractor orientation of Building Rules & Regulations, Health & Safety (H&S) Policy.
- Chair / attend construction site meetings.
- Conduct final inspections, prepare deficiencies reports, and ensure the completion of close-out documents.
- Oversee and manage large construction or repair projects related to day to day building operation, including RFPs / tenders if required.
