Job Title : Director, OCC

Department : Flight Operations - OCC

Location : Edmonton, AB (YEG)

Work Arrangement : This role is primarily based in the office environment.

Position Overview :

Reporting to the Vice-President, Flight Operations, the Director, OCC is responsible for organizing, administering and supervising the OCC team in order to provide optimum and cost-effective utilization of the Company Crew and aircraft resources in accordance with company and legal requirements as set in the Air Operator Certificate for current operations and future operations.

As a people leader, this role establishes strategic goals and direction for the team using data driven decisions focused on continuous improvement and sustained execution of Flair’s goals for planning and Day of Operations while ensuring all compliance and safety standards are upheld.

Primary Job Functions :

  • Oversight of the OCC department.
  • Establish and modify policies for the operational control process and has overall responsibility for the performance and the delivery of the OCC department.
  • Responsible for aircraft flow analysis, business intelligence tools, business systems and optimization, aircraft management systems.
  • Lead and manage the OCC team to achieve operational integrity of the schedule, full legal compliance within the operation and ensuring sound economic decision-making processes are employed.
  • Introduce and manage robust operating procedures thereby reducing the possibility of an aircraft accident and mitigating disruption impacts.
  • Manage OCC and network operational performance to ensure that cost effective and consistent disruption recovery responses are initiated / implemented.
  • Manage and ensure continuous flight-watch is carried out effectively to provide the best possible assistance to Dispatch and others in case of any deviation or diversion from the normal operational plan.
  • Manage and ensure a satisfactory balance of On Time Performance (OTP), interdependency and customer service in line with the company’s business goals.
  • Lead the OCC cross-functionally through the design, development and implementation of performance goals. Lead daily on time performance meetings with relevant stakeholders to review and correct any operational problems while providing feedback to help optimize the schedule and prevent recurrent delays.
  • Establish and maintain strong and effective working relationship with all relevant departments including but not limited to Dispatch, Commercial, Airports, Inflight Management Teams, Safety / Quality Assurance to ensure safe, efficient and effective airline operation.
  • Establishes strategic goals and direction for the team.
  • Develop, implement, document and maintain standard procedures in all areas of OCC to reach the highest level of efficiency and flexibility in the company’s flight operations.
  • Responsible for the overall management of the NavBlue software and other software and systems applicable to OCC.
  • Analyze irregular operations and make effective scheduling decisions as it relates to resource planning.
  • Prepare the annual budget for the OCC department and ensure strict compliance to approved budgets.
  • Develop people through effective performance management and ongoing feedback, focusing on fostering strategic and systems thinking, development of talent, and succession planning across team and discipline.
  • Shape culture of the team through action, presence, and reinforcement of behaviours.

Qualifications and Requirements :

Education :

Bachelor’s degree in Management, Business Administration or related Aviation Management discipline.

Experience :

  • Strong leadership capabilities with a minimum of 10 years of OCC related management experience.
  • Experience in a similar Airline Management position and proven leadership ability.
  • In-depth understanding of the OCC functions as well as commercial and operational requirements of the business.
  • Knowledge of Regulatory requirements (CARs), Transport Canada Flight Time Limitations, Fatigue Risk Management (FRMS) and policies governing crewing logistics.
  • Experience with planning, evaluating, and adhering to department budget requirements.

Skills and Abilities :

  • Analytical skills, creative thinking and problem solving.
  • Ability to demonstrate great sense of diplomacy and tact without compromising the objectives.
  • Excellent English language communication skills (verbal and written).
  • Strong personnel management capabilities, capable of measuring employee performance, providing effective development and coaching opportunities
  • Flexibility to support business travel and work outside regular office hours as required.

  • Clear criminal record check and satisfactory references.
  • Must be legally eligible to work in the country in which the position is located.
