The British Columbia College of Nurses & Midwives ( BCCNM ) is the college empowered under the Health Professions Act to regulate the practice of all licensed practical nurses, nurse practitioners, registered midwives, registered nurses, and registered psychiatric nurses in British Columbia.

The expected starting base salary for this position is $104,423 $109,644 annually, depending on a variety of factors including qualifications and experience.

Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills, and competencies for the role.

Our office is closed for the 11 statutory holidays in B.C. as well as Easter Monday and Boxing Day.

What you’ll be doing

Under the direction of the Director, Policy and Integration (P&I), the Policy Analyst performs the functions of policy research and analysis.

This role is responsible for collecting, analyzing, and reporting on evidence and emerging research, and using other tools to support evidence-informed and principle-based policy development in the context of nursing and midwifery regulation.

Key responsibilities include :

In consultation with the Director, P&I, the Regulatory Programs Transformation team, BCCNM staff and external audiences, plans, develops and implements research strategies to support policy development needs.

Uses research knowledge to assess and analyze evidence and recommend appropriate policy approaches.

Uses a variety of research methodologies (environmental scans, literature reviews, surveys, focus groups, jurisdictional scans, interviews, etc.

  • Conducts primary and secondary research and synthesizes evidence on relevant topics. Develops background papers, briefing materials and research reports to support policy development and knowledge translation.
  • Develops, implements, and evaluates the administrative and policy-related processes related to policy research and analysis, ensuring confidentiality, consent, security of information, etc.

  • In collaboration with the Director, P&I and other BCCNM staff, coordinates and manages policy research survey processes, including questionnaire development and revision, managing feedback, data analysis and results reporting.
  • In consultation with Director, P&I, evaluates requests for consent for use of protected title in a business name.
  • Applies project management approaches to policy initiatives.
  • In consultation with the Director, P&I and in collaboration with BCCNM staff, develops, updates, and modifies documents and resources related to BCCNM policies and standards ensuring consistency and compatibility with BCCNM’s mandate.

Qualifications :

  • Master’s degree in a health-related field, or bachelor’s degree plus specialized nursing or midwifery education combined with additional education and experience.
  • 5 to 7 years of related work or healthcare experience with a broad knowledge of health systems.
  • Knowledge and experience with application of research methodologies, the policy process, knowledge translation practices, and qualitative and quantitative data collection, analysis, and reporting.
  • Demonstrated leadership and facilitation skills.
  • Excellent communication skills, both oral and written. Demonstrated strength in interpersonal skills.
  • Proven time management, organization and coordination skills including the ability to prioritize and organize work with a strong attention to detail.
  • Working level knowledge with Microsoft Office Suite, including but not limited to Excel, Word, Outlook, and PowerPoint.
  • Experience with project management approaches and demonstrated ability to achieve project and program deliverables in a timely manner.
  • Demonstrated understanding of diversity, inclusion, and cultural humility as they apply to nursing and midwifery practice and health care.
  • Demonstrated commitment to ongoing learning related to Indigenous cultural safety and humility to constructively disrupt indigenous-specific racism in BC’s health care system.
  • Knowledge and experience in the application of regulatory practices, legislation related to regulation and nursing practice, and professional and practice standards an asset.
  • If a nurse, must hold practicing registration in good standing with BCCNM or be eligible for practicing registration with BCCNM.

If a midwife, must hold practicing or non-practicing registration in good standing with BCCNM.
