POSITION PURPOSE This position is responsible for performing the duties of a Provincial Offences Officer by reviewing camera-based evidence of alleged offences under the Highway Traffic Act pertaining to automated speed enforcement.
The position will issue penalty orders to owners of plated vehicles under the authorities set out in the Highway Traffic Act and related regulations.
Reviews evidence to ensure it meets the appropriate threshold of the alleged offence and adheres to strict regulated timelines related to processing and issuing penalty documentation.
MAJOR RESPONSIBILITIES
- Conducts investigations of automated enforcement equipment records and photographic evidence associated with Automated Speed Enforcement operations to ensure compliance with the Highway Traffic Act, York Region standards and other applicable laws and regulations.
- Ensures evidence meets the appropriate threshold of the alleged offence and that equipment has a proper and current Certification of Accuracy within the regulated timeframe.
- Investigates potential infractions of statues, regulations, and bylaws regulating the use of Automated Enforcement Equipment to determine whether infractions have occurred, in accordance with legislated requirements.
- Requests vehicle plate ownership information from the Ministry of Transportation for evidence gathered during each investigation.
- Accuracy completes and certifies the penalty orders for violations once an infraction has been established and ownership information is available.
- Processes and issues penalty notices to owners of plated vehicles in accordance with authorities set out in the Highway Traffic Act and related regulations.
- Complies with all associated provincial legislation, Ministry of Transportation and York Region directives.
- Appropriately files evidence required by Court Services.
- Arranges for document mailing and prepares documentation for tribunal proceedings.
- Maintains accurate records and completes related administrative functions.
- Operates computerized software as related to the automated speed enforcement program.
- Appropriately handles private and confidential information in accordance with legislation and corporate standards.
- Responds to inquiries and resolves concerns, as appropriate.
- Ensures that services provided meet Regional customer service standards.
- Manages information in accordance with legislation and corporate standards.
- Performs other duties as assigned, in accordance with Branch and Department objectives.
QUALIFICATIONS
- Successful completion of a College Diploma in Law and Security, Police Foundations, or related field or approved equivalent combination of education and experience.
- Understanding of the Highway Traffic Act and other legislative requirements.
- Within six months of hire needs to obtain and maintain a designation as a Provincial Offence Officer by the Province of Ontario which also requires a satisfactory Police Reference Check.
- Demonstrated ability in the Region’s core competencies.
- Basic skills in MS Office Suite and knowledge in related software programs.
- Strong attention to detail to review, interpret and verify information and to maintain accurate documentation and files.
- Experience working with private and confidential information and ability to make impartial decisions when interpreting laws and regulations.

- Ability to work independently and with teams and with ability to manage competing priorities.
- Ability to travel to offsite locations, as required.
- Ability to work rotating shifts (days, nights, and possibly weekends).
