What You'll Do

The Lead Project Controller serves as a senior technical resource within the Project Controls function, promoting the consistent application of project controls practices and providing guidance on complex or non-routine matters. The position supports Project Controllers in cost control, forecasting, earned value, cash flow, scheduling, risk and change management, and reporting. The role does not include direct supervisory or people-management responsibilities.

To maintain sufficient capacity for technical leadership, complex project support, and participation in major estimates, the Lead Project Controller will typically carry a reduced portfolio equivalent to 30–50% of a standard Project Controller workload. This will generally include up to two Project Manager assignments and may be reduced further as technical support or estimating demands increase. Where practical, a limited portfolio will be retained to maintain a direct connection to project execution.

As Rising Edge continues to expand, the Lead Project Controller will contribute to the development of practical, scalable Project Controls standards, tools, and processes. The successful candidate will be motivated by the opportunity to help shape a growing function and will be comfortable working in an environment where established processes continue to evolve. The role requires sound judgment and initiative to develop solutions that can support the organization as it scales.

Key Responsibilities

Technical Leadership and Support

  • Serve as the senior technical resource for Project Controllers, Junior Project Controllers, and Project Assistants on complex Project Controls matters.
  • Support complex forecasting, earned value, cash flow, scheduling, cost-control, change-management, and reporting issues.
  • Review or advise on high-risk and technically complex deliverables, and help troubleshoot unusual project, contract, system, or reporting conditions.
  • Coach team members through complex work while the assigned Project Controller retains ownership of routine project deliverables.
  • Identify recurring technical gaps and convert them into practical standards, examples, training content, or process improvements.
  • Escalate material technical or Project Controls risks to the Supervisor or Manager. The role provides technical guidance but does not assign work, manage performance, or hold administrative authority.

Cost Control Forecasting and Performance Measurement

  • Provide advanced cost-control support across budgets, actual costs, commitments, accruals, estimate to complete, estimate at completion, and forecast trends.
  • Lead or support complex monthly forecast and earned-value reviews, including coordination of inputs, validation of assumptions, and clear explanation of forecast movement.
  • Challenge unsupported forecast assumptions and reconcile financial results with current scope, progress, schedule, procurement, and known project risks.
  • Analyze material variances and identify the underlying cost drivers, exposure, opportunities, and required corrective actions.
  • Support cash-flow modelling and time-phased cost analysis so financial forecasts reflect the expected sequence of project execution.
  • Prepare or review concise, defensible reporting for Project Managers and senior leadership, and present technical findings when required.

Estimating and Preconstruction Support

  • Act as the primary Project Controls contact for the Estimating team on major pursuits identified by the Manager.
  • Support development of estimate-stage risk and opportunity registers, preliminary cash flows, execution schedules, contingency assumptions, reporting requirements, and Project Controls staffing plans.
  • Challenge schedule, risk, cash-flow, cost, and execution assumptions before submission and identify gaps that may affect project delivery.

Estimate to Execution Handover

  • Help establish the project control structure before award, including the work breakdown structure, cost and reporting framework, forecast approach, and initial control requirements.
  • Participate in the estimate-to-execution handover for awarded projects and ensure key assumptions, risks, opportunities, cash flows, schedules, and contingency considerations are transferred clearly.
  • Support the project team in reconciling the awarded estimate with the executed contract, baseline, procurement plan, initial forecast, and reporting requirements.

Project Controls Standards Systems and Continuous Improvement

  • Develop and maintain reusable standards, templates, calculation methods, and examples for complex Project Controls work.
  • Promote consistent, auditable methods across Project Controls systems and reporting outputs, and identify data-quality or control weaknesses.
  • Work with the Supervisor, Manager, and team members to turn recurring issues into scalable process and training improvements.

Risk Opportunity Schedule and Change Support

  • Guide project teams in identifying, assessing, and tracking material risks, opportunities, changes, and cost exposures.
  • Ensure approved changes and material risk responses are reflected consistently in forecasts, cash flows, schedules, budgets, and reporting.
  • Review schedule updates and key milestones to understand their effect on cost, productivity, billing, contingency, and project execution.

Assigned Portfolio and Capacity

  • Carry approximately 30-50% of a standard Project Controller portfolio, generally zero to two Project Managers, with the assignment adjusted to current technical and estimating demand.
  • Maintain full ownership of routine Project Controls responsibilities for any assigned projects while protecting the capacity required for team-wide support and major pursuits.

Requirements

What We're Looking For

  • Typically 5+ years of experience in project controls, cost control, project accounting, construction finance, or an adjacent discipline. Strong candidates with fewer years may be considered where they demonstrate equivalent technical depth and readiness for the role.
  • Demonstrated in-depth cost-control experience, including budget management, commitments, accruals, cost-to-complete forecasting, variance analysis, and forecast development.
  • Strong understanding of how cost, schedule, progress, change, risk, cash flow, invoicing, and commercial requirements interact across the project lifecycle.
  • Experience producing and explaining project financial reporting for Project Managers, operational leaders, and senior management.
  • Advanced Excel capability and experience working with structured project-control, cost, or scheduling systems.
  • Ability to analyze unfamiliar problems, form a defensible recommendation, and communicate complex technical matters clearly.
  • Ability to coach and influence others without relying on formal authority.
  • Comfort working in a growing company where processes are still developing, with the initiative and judgment to help build practical, scalable solutions.
  • Experience applying Total Cost Management (TCM) principles or a comparable integrated cost-management framework.
  • Experience supporting estimating or preconstruction on major projects, including risk, opportunity, cash-flow, schedule, contingency, or Project Controls planning.
  • Experience with InEight, Vista, P6, Power BI, or similar cost, scheduling, and reporting tools.
  • Experience in renewable energy, transmission, distribution, high-voltage electrical construction, heavy civil construction, or another adjacent project environment.
  • Experience developing or scaling Project Controls standards, templates, processes, or governance within a growing organization.
