Position Title: Advisor, Talent and Culture

Hours of Work: 35 hours per week, Monday to Friday, occasional evening and weekend support may be required.

Salary: $69,000 - $75,000 commensurate on skills and experience, plus participation in HOOPP & Group Benefits.

Position Reports To: Manager, Talent and Culture

Primary Location: Hybrid - Virtual and Onsite as required; Primary Location Pickering flexibility to work at other sites as required)

Position Overview

The Advisor, Talent & Culture provides comprehensive, hands-on human resources support and guidance to managers and employees across the agency. Reporting to the Manager, Talent & Culture, the Advisor serves as a trusted partner on employee relations, attendance and performance management, labour relations, health and safety, leaves of absence, compensation and benefits, and the interpretation and application of HR policies, collective agreements, and applicable legislation.

The Advisor works collaboratively with managers and employees to provide timely, practical, and solutions-focused advice while fostering a respectful, inclusive, safe, and supportive workplace culture. The role contributes to the development and implementation of talent and culture initiatives that strengthen employee engagement, performance, development, and the overall employee experience.

Success in this role requires strong relationship-building, communication, and problem-solving skills, sound judgment, discretion, and the ability to navigate sensitive workplace matters. The Advisor, Talent & Culture is expected to build trusted relationships with leaders and employees and provide thoughtful HR guidance that balances employee wellbeing with organizational priorities and operational needs.

Key Responsibilities

  • Provide managers and employees with timely, practical, and solutions-focused HR advice, coaching, and guidance that aligns with organizational values, HR best practices, policies, collective agreements, and applicable legislation.
  • Coach and support managers and employees in areas including employee relations, workplace conflict resolution, attendance management, performance management, progressive discipline, goal setting, and employee development.
  • Interpret and advise on the application of collective agreements, organizational HR and health and safety policies, employment and labour legislation, and related workplace practices.
  • Support the Manager, Talent and Culture, with workplace investigations, grievance management, employee relations matters, workplace incidents, and the preparation and maintenance of related labour relations, health and safety, and HR documentation.
  • Support the development, implementation, and continuous improvement of HR programs, policies, processes, and initiatives that promote an inclusive, equitable, respectful, and diverse workplace culture.
  • Provide oversight to the organization’s health and safety program.
  • Coordinate and administer employee leaves, including disability, maternity, parental, and other statutory or approved leaves, ensuring appropriate documentation, communication, tracking, and HRIS updates.
  • Support compensation and benefit programs, ensuring accurate employee data, timely processing, and effective communication with employees and benefit providers.
  • Coordinate payroll administration activities and review payroll-related data to support the accurate and timely completion of payroll.
  • Support offboarding activities and the recruitment and selection process for key positions.
  • Support collective bargaining preparation and labour relations activities by compiling workforce data, preparing reports and documentation, coordinating materials, and completing assigned follow-up activities.
  • Support accurate and confidential employee records within the HRIS (ADP Workforce Now), ensuring data integrity and compliance with organizational requirements.
  • Collaborate with the Talent & Culture team to maintain employee compliance records, including professional certifications, Vulnerable Sector Screenings, mandatory training, and other required credentials and documentation.
  • Prepare regular and ad hoc HR reports, workforce analytics, and data summaries using ADP Workforce Now, Excel, and other HR tools to support decision-making and organizational planning.
  • Coordinate employee engagement and opinion surveys, including communications, survey administration, data compilation, analysis, and reporting of results.
  • Support the administration and coordination of the annual performance review process, including communications, tracking, documentation, and follow-up with managers and employees.
  • Support the coordination and administration of training and development programs.
  • Participate in organizational committees and working groups as assigned, providing HR expertise and support as required.
  • Contribute to special projects and the implementation of HR initiatives that support organizational priorities and continuous improvement.
  • Maintain a high level of confidentiality and professionalism when handling sensitive employee, labour relations, compensation, and organizational information.
  • Perform other related duties and responsibilities as assigned.

Key Qualifications

  • Minimum of five (5) years of progressive Human Resources experience.
  • Post-secondary degree or diploma in Human Resources, Business Administration, or a related field.
  • CHRP designation or progress toward CHRP designation is considered an asset.
  • Experience working in a unionized environment; experience within a not-for-profit or healthcare organization is strongly preferred.
  • Sound working knowledge of Ontario employment and labour legislation and related workplace requirements, including the Employment Standards Act (ESA), Labour Relations Act, Human Rights Code, Occupational Health and Safety Act (OHSA), Accessibility for Ontarians with Disabilities Act (AODA), and applicable workplace regulations.
  • Demonstrated knowledge of HR programs, policies, processes, employee relations, records management, and HRIS administration.
  • Experience with ADP Workforce Now or a comparable HRIS is preferred.
  • Strong proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint, with the ability to prepare reports, analyze HR data, and present information effectively.
  • Excellent interpersonal and communication skills, with the ability to build trusting relationships and communicate effectively with employees and leaders at all levels of the organization.
