We are a national, nonprofit organization established in 1929 by a special Act of Parliament to oversee the medical education of specialists in Canada.

Reporting to the Director, Indigenous Health, Equity, and Belonging (OIHEB) and working in close collaboration with OIHEB Program Managers, the Senior Policy Analyst leads policy research and program activities that advance Indigenous Health, equity, diversity, inclusion and anti-racism across the Royal College.

In this position you will collaborate with internal staff, Royal College system partner groups, and relevant committees to identify and address policy and program issues, and to inform and influence organizational direction on key initiatives.

The role leads strategic policy files for OIHEB, particularly on complex, cross-cutting issues that span teams and require coordination across the organization. It also provides guidance to staff across OIHEB and the broader Royal College on policy development, review, and refinement, helping build internal capacity and consistency in Indigenous Health, equity, and anti-racism work.

Working closely with Program Managers, the Senior Policy Analyst supports alignment of OIHEB priorities and workplans and leads research activities, including literature reviews, environmental scans, and needs assessments, to inform and advance OIHEB initiatives.

Here’s an insight into your typical day-to-day:

• Leads strategic policy files for the Office of Indigenous Health, Equity, and Belonging (OIHEB) team, including broad, trans- and inter-office issues.

• Helps keep Indigenous Health and culture, equity, and belonging work aligned, especially where priorities overlap or affect each other. Works alongside both Program Managers to notice where initiatives connect, where priorities might diverge, and where clearer coordination would help.

• Strengthens relationships with key OIHEB partner groups and communities relevant to Indigenous Health, health equity, and EDI to support alignment and integration of Indigenous Health and equity considerations across policy work (e.g., College of Family Physicians of Canada, College des médecins du Quebec, resident organizations).

• Leads the policy-related content for OIHEB governance processes, with a focus on integrating Indigenous Health, equity, and anti-racism considerations into decision-making.

• Collaborates to finalize briefing materials for meetings, including developing new policy briefings and providing input to other units.

• Collaborate with other units across the organization to identify agenda items, develop materials, create and monitor the annual workplans.

• Conducts focused research and data analysis to guide OIHEB initiatives, including environmental scans and needs assessments related to equity, anti-racism, and Indigenous Health priorities.

• Supports the integration of learning and reflection into policy and program work, including identifying what progress looks like and how it can be observed over time.

Does this sound like you?

• Level of education, training and experience equivalent to master’s degree in public administration, Health Administration, Humanities, or Social Sciences.

• 5 years' experience analyzing, researching, and developing policy and program issues.

• 5 years' experience applying qualitative and quantitative research methods and analytical skills, including critical appraisal and appropriate use of evidence.

• Knowledge of research design, methods, and data analysis. Experience reviewing and contributing to the development of research proposals and research manuscripts.

• Experience developing and monitoring project plans and critical paths involving multiple contributors and adapting plans based on project progress and changes in project/research context.

• Experience preparing written materials including briefing notes, position statements, reports, presentations, and peer-reviewed and/or grey literature.

• Experience providing advice and recommendations to senior leadership.

• Experience working with and maintaining productive relationships with diverse internal and external partners (e.g., health organizations, academic researchers, educational institutions).

• Experience coordinating the work and facilitating meetings of committees / working groups of internal and external partners.

• Experience working independently, prioritizing activities, and meeting deadlines.

• Experience working with or applying equity, diversity, inclusion and anti-racism principles in policy or program development.

• Experience working with First Nations, Inuit, and/or Métis communities, organizations, or data, or demonstrated ability to work respectfully with Indigenous partners and knowledge systems.

• Proficiency in MS Office suite

• Asset: Training / professional designation in program evaluation

• Asset: Proficient verbal and written communication skills in French

• Asset: Training in Indigenous Health, anti-racism, or equity-informed policy analysis.

• Asset: Knowledge of key topics in education, ideally within the context of medical education or another clinical teaching and learning environment.

• Asset: Experience applying Indigenous data governance principles (e.g., OCAP®) or working with equity-focused data frameworks

• Asset: Experience supporting governance processes, committees, or advisory bodies in a complex organizational environment
