About the Company

British Columbia Rapid Transit Company Ltd. (BCRTC) maintains and operates the Expo and Millennium SkyTrain Lines from our central facilities in south Burnaby. Our services connect downtown Vancouver to Burnaby, New Westminster, Coquitlam, Port Moody and Surrey. With future expansion of both lines underway, we are a growing team of over 1,200 employees working on one of the longest fully‑automated rapid transit systems in the world.

We offer a pay range of $84,480 – $126,720 per annum based on education, experience, skills and qualifications, as well as a Total Compensation Package that includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan.

Responsibilities

Ensure capital replacement assets and integration activities are within budget, scope and timelines, and deliverables align with BCRTC’s goals.

Provide expert construction and project management advice and technical expertise throughout the project life cycle.

Facilitate and participate in planning, implementation and monitoring of capital project delivery and integration to minimize operational impacts.

Assist in determining standards, objectives, schedules, resources, procurement strategies and risks related to proposed projects.

Provide technical expertise and leadership to the project team, ensuring compliance with regulations, company standards, policies and procedures.

Collaborate with project sponsors to define scope, develop business cases, work plans, success objectives and measurements, and develop project Terms of Reference.

Prepare and manage project resource budgets and utilization plans with sponsor and Capital Management Committee approval, adjusting as needed.

Plan projects to meet occupational health and safety requirements per provincial laws and collaborate with stakeholders and contractors to ensure site safety systems are in place.

Support and advise management and sponsors to register, prioritize, monitor and mitigate project risks according to defined policies and procedures.

Provide definition and guidance on project quality, including requirements for quality planning, control, assurance and improvement.

Develop and manage stakeholder relationships, and manage relationships with contractors and consultants, providing work direction and monitoring contract compliance.

Oversee project staff as required, providing guidance, direction and performance management input.

Provide internal control checks for project forms, closeout checklists and invoices, and liaise with Project Managers to ensure operational plans are developed before handover.

Provide technical expertise within the field of Engineering specialization on projects as requested.

Conduct technical and policy research, prepare reports and presentations, and collaborate with TransLink and BCRTC Safety departments to investigate incidents and recommend risk reductions.

Identify and provide information on requirements for new, replaced, enhanced or capital assets and spare parts to the Asset Management team.

Education and Experience

University degree in Engineering, Business or related field, and five (5) years of related project management experience in an Engineering, Technical or Maintenance environment.

Other Requirements

  • Solid knowledge of project management principles, theories and practices.
  • Experience in construction management of urban transit property, transportation infrastructure and rail facilities projects.
  • Familiarity with provincial laws and regulations related to occupational health and safety.
  • Advanced analytical, problem‑solving, time‑management and interpersonal skills.
  • Strong verbal and written communication skills.
  • Strong supervisory skills, including experience supervising union and non‑union employees.
  • Solid technical skills in business and project management, computer applications and databases.
  • Solid negotiation skills for contracts, agreements and conflict resolution.
  • PMP certification is an asset.
  • Solid decision‑making skills.

Other Information

Work schedule: 37.5 hours per week. Work designation: Resident. This position works predominantly on‑site.
