Senior Manager, Application Development
The Senior Manager, Application Development supervises a technology team, ensuring accountable oversight of the application development lifecycle and managing a diverse portfolio of enterprise applications. The role includes maintaining, supporting, and upgrading existing systems and guiding the team on design, development, and deployment of mission‑critical information and software systems.

Responsibilities
Human Resource Management
- Manage and supervise the team, including recruitment, scheduling, development, evaluation, and corrective actions.
- Establish regular written and in‑person communications with executives, department heads, end users, vendors, and external clients regarding application development progress.
- Enforce functional policies, procedures, and quality‑assurance best practices within the team.
- Prepare and justify additional resources, monitor budgets, and coordinate activities with other IT department resources to ensure project success.
- Ensure application life‑cycle management is in place from inception to retirement for all key business applications.
- Develop an annual application plan for the portfolio.
- Lead pre‑testing of development proposals to identify potential problems and recommend solutions.
- Ensure projects meet business requirements, fulfill end‑user needs, and resolve system issues.
- Review and analyze existing application effectiveness and efficiency, then develop strategies for improvement or leverage.
Applications Acquisition & Development
- Manage development and deployment of new applications, system software, and enhancements to existing applications across the enterprise.
- Research and recommend software products and services to support procurement and development efforts.
- Coordinate feasibility studies for software and system products, providing advice based on findings.
- Ensure new software integrations meet functional requirements, system compliance, and interface specifications.
- Collaborate with analysts, designers, and system owners during testing of new or enhanced software programs.
Operational Management
- Provide direction to the application development team to support business operations.
- Identify and resolve program errors.
- Deliver technical leadership to delivery managers and programmers on development teams.
- Design, develop, and install enhancements and upgrades to systems and application software.
- Liaise with application support managers, network administrators, and software engineers for quality assurance, program logic, and data processing.
- Enforce functional policies, procedures, and quality‑assurance best practices.
- Prepare and monitor budgets as necessary.
Qualifications
Knowledge, educational requirements
- 4‑year college diploma or university degree in computer systems design or computer science, and/or 10 years equivalent work experience.
- 3 to 5 years’ experience leading a technology team.
- Experience managing a complex application environment.
- Successfully deployed and delivered multiple enterprise application solutions.
Technical Skills
- Proven project‑management skills and extensive exposure to project‑based work structures and lifecycle models.
- Hands‑on experience with automated software and system management tools.
- Strong knowledge of system and software quality‑assurance best practices and methodologies.
- Excellent understanding of organizational goals and objectives.
- Knowledge of relevant data privacy practices and laws.

- Excellent written and oral communication skills.
- Excellent listening and interpersonal skills.
- Ability to communicate ideas in both technical and user‑friendly language.

Working Conditions

Pay and Compensation
Pay rate: $108,800 to $136,000 annually. The final pay offer will be determined by experience and education.
