Scope

The City of Surrey is seeking a Senior Transportation Engineer or Team Lead to join the Transportation Networks Planning Team. This role provides senior-level technical analysis and strategic input on complex transportation initiatives related to regional corridors, congestion management, transit-supportive infrastructure, and multi-modal network design.

The position requires strong technical expertise in traffic analysis, corridor planning, and signal operations, as well as the ability to coordinate projects that influence multiple transportation modes across a growing urban and regional network.

Responsibilities

• Apply transportation policies and urban mobility principles, including Vision Zero, transit priority, active transportation, and goods movement, to support safe and efficient network outcomes.
• Lead and support technical analysis for corridor and network initiatives, including traffic operations, geometric design, right-of-way concepts, and multimodal cross-sections.
• Conduct traffic analysis and performance evaluation using traffic data, and modelling tools to assess congestion, corridor operations, and network impacts.
• Develop, review, and evaluate traffic signal timing and coordination plans for intersections and corridors, including safety, transit priority, and progression improvements.
• Prepare, review, and interpret conceptual and detailed transportation designs and construction drawings, including roadway geometry, signage and markings, traffic signals, ITS, and utilities.
• Prepare and review technical documentation such as terms of reference, scopes of work, technical memoranda, and presentations.
• Administer and manage consultant assignments and review transportation studies, neighbourhood plans, and development-related transportation assessments for compliance and policy alignment.
• Coordinate and communicate with internal City staff, consultants, developers, senior government agencies, and the public on transportation planning and design matters.
• Support the development and prioritization of short- and long-range transportation capital programs.
• Exercise professional judgment on complex technical matters and provide guidance to junior engineering staff within a collaborative team environment.

Qualifications

• Bachelor's degree in Civil Engineering with a minimum of 7-10 years of progressively responsible experience in transportation engineering; an equivalent combination of related education and experience may be considered.
• Registration with Engineers and Geoscientists of British Columbia (EGBC), or eligibility for transfer from another Canadian province or U.S. state.
• Professional Traffic Operations Engineer (PTOE) designation is considered an asset.
• Experience working on complex urban transportation projects in a municipal or public-sector consulting environment is an asset.
• Sound professional judgment and critical thinking skills.
• Strong relationship-building skills with internal and external stakeholders.
• Strong communication skills with technical and non-technical audiences.
• Proven ability to manage multiple projects.
• Solution-focused and adaptable in a fast-paced environment.
• Valid Class 5 B.C. Driver's License.
