Job Description :

In this role, you will be responsible for the meeting project’s goals and objectives as they pertain to property and lands.

It will include overall project management duties relating to Property Requisition, Stratifications, Easements and Access Agreements.

Specific Property responsibilities include defining the property requirements, managing and preparing the property requests and supporting materials and Property Plates, tracking and reporting on progress to PLAA Manager.

The Property Manager shall have in depth knowledge of land identification and property acquisition processes specifically for rail and transit projects and have a firm understanding of land access contractual terminology, permissions and restrictions.

Responsibilities :

  • Define property requirements with the design team and manages the preparation of property requests and supporting materials including PRFs, PTEs, Property Plates and status reports.
  • Support project teams in the coordination of land hand over and related meetings for project properties according to contractual documents
  • Prepare Additional Lands requests according to Contractual Documents in collaboration with all internal stakeholders of the project
  • Coordinate and collaborate with project teams, internal and external stakeholders to secure access to land requirements through Permit to Enter agreements
  • Prepare, implement and provide technical support to the project teams regarding Property Plates documentations, easement agreements, property licenses, access agreements with external agencies
  • Prepare, coordinate, and maintain property related reports, Land Tackers, briefing documents and presentation material for various client groups and senior executives
  • Identify issues, risks and potential delays by proactively communicating with project teams using regular and timely reporting and / or meetings as required
  • Oversee, track and review outstanding documents, actions, and requests to facilitate the progress of project on target to meet schedule delivery deadlines, and escalating problems for resolution
  • Any other responsibilities assigned by the PLAA manager pertaining the project’s work

Qualifications :

  • Completion of a university degree in Land Use Planning, Urban Land Economics, Business Administration, Architecture, Law, Engineering or Real Estate Management or a combination of education, training and experience deemed equivalent.
  • Possession of a Professional designations such as PMP, BCIN, OPPI, OAA, PEO, or OACETT is considered an asset.
  • Minimum 10 years of progressive experience in property management, negotiations, appraisal and assessment, acquisitions and dispositions, and land development ideally with experience, either in the public or private sector, working within an infrastructure / transit project environment
  • knowledge of the Expropriations Act and Building Transit Faster Act would be an asset.
  • Strong knowledge of property or real estate practices and principles, land titles, commercial leasing, property appraisals, negotiations, acquisitions and dispositions or land development.
  • Experience and knowledge of real estate, and property-related agreements, contracts and Memorandums of Understanding (MOUs), general legal matters pertaining to real property rights, property law / valuation, property assessment, survey plans / documents.
  • Highly skilled in exercising tact, initiative, and resourcefulness to draft, negotiate, or amend agreements and contracts.

Additional Requirements :

  • Sound knowledge of regulatory requirements, third party permits and approval processes, environmental and property approvals pertinent to large projects.
  • Sound judgement, excellent problem-solving abilities, and exceptional attention to details
  • Highly developed interpersonal and excellent communication skills to deal with complex multi-disciplinary issues.
  • Exceptional analytical, problem solving, negotiation, oral / written / presentation skills to negotiates fees, contractual terms and agreements, obtain approvals and handle contractual claims.
  • Demonstrated ability to work in a fast-paced environment, effectively managing multiple and changing priorities.
  • Knowledge of alternative project delivery methods, including P3 and Progressive design build is necessary
  • Working knowledge of land development principles, regulations and practices is considered an asset.
