Reporting to the EVP, Finance and Support Services, CFO, CIO, the Director, Finance will be primarily responsible for managing all operational aspects of the hospital’s Finance department to ensure a robust internal control systems, an effective financial management structure, and alignment with strategic goals. The main accountability includes overseeing general accounting, payroll services, cash office, accounts payable, accounts receivable, capital, financial planning and analysis, financial systems, case costing, purchasing as well as banking and investment functions.

Key Accountabilities
- Manage all operational aspects of the hospital’s Finance department to ensure efficient processing of financial transactions, compliance with internal policies, provincial and federal legislation, and alignment with strategic goals
- Oversee general accounting, payroll services, cash office, accounts payable, accounts receivable, capital, financial planning and analysis, financial systems, case costing, purchasing as well as banking and investment functions
- Prepare and deliver accurate, timely internal and external financial and statistical reports and analyses to support decision-making
- Working closely with CFO and senior leadership, coordinate the annual operating and capital budget processes; oversee resource allocation and monitor variances against approved budgets; recommend redirection of funds as appropriate
- Leads the strategic sourcing, purchasing and supply chain operations; collaborate with business owners to negotiate contracts, manage vendor performance and ensure adherence to provincial / federal trade agreements and internal policies
- Oversee physician contracts payment and monitor compliance against budget and policies
- Prepare accurate cash flow projections and long-term forecasts based on operational and capital infrastructure needs as well as relevant economic factors
- Maintain a case costing system to meet Ontario Case Costing (OCC) submission requirement; promote the utilization of case costing data in the management of operations and influencing funding formula
- Establish and maintain robust internal control systems; identify, plan and implement process improvements and / or new financial system(s) to enhance financial operations and drive cost savings or revenue-generation opportunities
- Establish and control an effective financial management structure, including corporate insurance and risk analysis, fund administration and financial records management; collaborate with Enterprise Risk Management to manage legal and regulatory risk, ensure risk insights inform strategic decision-making and the annual operating plan
- Coordinate financial activities across departments to ensure integrated service delivery
- Advise senior management on financial matters affecting the organization; perform benchmarking; assess business investment opportunities and recommend optimal courses of action; perform due diligence on business investment decisions
- Keep abreast of healthcare innovation trends and support the assessment of funding decision on long-term investment in technology and process improvement to achieve financial sustainability, drive efficiency and better outcomes
- Maintain strong integration with clinical operations and provide analytical support to clinical and non-clinical directors and managers
- Collaborate with Data & Analytics on the development and maintenance of comprehensive business intelligence solutions, integrating financial, statistical and clinical data to create actionable insights that drive strategic decision-making;
- Collaborate with Human Resources and Staffing & Scheduling on the administration and oversight of the Human Resources Information System
- Lead and manage the annual external audit and any related review processes
- Coordinate the execution and assist in the planning of internal audits
- Responsible for cash-flow management, maintaining bank and investment manager relationships and negotiating financial arrangements; actively participate in investment portfolio management and review including compliance monitoring, investment return and asset allocation
- Support board committees with CFO such as Audit and Compliance Committee and Finance and Quality Committee
- Develop, implement and evaluate finance-related policies and procedures as necessary to ensure regulatory compliance and alignment with best practices
- Provide organizational leadership and actively participate in membership of external partnership / collaboration to advance the health system and the strategic goals of the organization; participate in provincial working groups as applicable to inform and help shape funding methodologies for mental health care
- Maintain linkages with government, regulatory, industry and stakeholder organizations related to financial, statistical and clinical reporting and regulations
- Supports the financial management and reporting needs as necessary of the Ontario Shores Foundation and Research operations
- Perform additional duties as assigned to support the hospital’s goals

Bachelor’s degree (Master’s degree preferred) in finance, accounting, healthcare administration or business administration from a recognized institutionChartered Professional Accountant (CPA) designation requiredMinimum of seven years of progressive leadership experience in senior roles in health care finance, with advanced skills and experience in implementing internal control systems and organization wide budgeting and reporting processes; thorough knowledge of non-profit and public sector financial and accounting practices and regulationsDemonstrated success in facilitating work teams, program service and planning and quality improvement with integrated organizational dataStrong understanding of financial processes, financial systems, and performance management conceptsStrong analytical, problem solving and critical thinking skills with the ability to identify trends, establish benchmarks and provide credible analysis and business recommendations to senior managementDemonstrated leadership and people management expertise in team recruitment, performance management and staff developmentSelf-directed and highly motivated with effective communication and interpersonal skills with executives, clinical leaders, external auditors and funding bodiesCollaborative management style which recognizes client needs and contributions and ability to establish strong cooperative working relationships with multiple stakeholdersExcellent judgment with an ability to determine priorities and to respond effectively to competing workload demands in fast-paced environmentPHYSICAL DEMANDS AND WORKING CONDITIONS
