Position Overview
Are you passionate about protecting the environment and making a tangible difference in your community? The City of Victoria is looking for a motivated and resourceful Stormwater Quality Officer to help safeguard our waterways and infrastructure.
In this role, you’ll take the lead in improving stormwater quality by preventing illicit discharges and tracing sources when issues arise. Your work will include enforcing City bylaws and policies, responding to spills, conducting investigations, and performing stormwater sampling and monitoring. Every day, you’ll play a critical part in protecting our natural environment and supporting a healthier city.

Work from Home
The successful candidate for this posting may be eligible for participation in a hybrid, work from home arrangement in alignment with the City’s Work from Home Policy. Such arrangements are determined with each employee and subject to change based on operational needs and policy direction.
Position Function
Protect receiving waters and City infrastructure through education, inspection, and application of City of Victoria’s stormwater quality bylaws and policies.
Key Duties
Independence
Work is performed according to volume of permits, applications, investigations, and required enforcement actions or assigned by supervisor. Issues such as enforcement actions, source detection, sample collection are discussed with supervisor.
Working Conditions
Physical Effort : Lift and move heavy equipment and materials. (rare)
Mental Effort : Short periods of intense concentration while creating detailed drawings, investigating, communicating with public and property owners and report writing. (often)
Meet multiple deadlines (often)
Visual / Auditory Effort : Focus on VDT for long periods while performing research, reviews, report writing and viewing CCTV. (often)
Work Environment : Office. Work in close proximity to moving traffic. (occasional) Work outside in all weather conditions. (occasional) Work in confined spaces where preventative measures must be taken to avoid exposure to hazardous fumes. (rare) Possible contact with raw sewage and contaminated stormwater. (premium item)
Key Skills And Abilities
Organize and prioritize work. Understand and apply the principles and techniques of environmental management including spill response, contaminated sites, and enforcement of bylaws and policies. Working level operation of current Microsoft Office programs and permitting and billing programs. Read and interpret engineering drawings, analytical results. Use a variety of sampling equipment. Communicate effectively verbally and in writing. Convey information professionally and constructively in difficult enforcement situations.
