Your Opportunity:

In the Facilities Management Department, we take pride in the reliability of the services we provide in a welcoming, service-oriented, clean and safe environment for our students, faculty and staff.

Under the direction of the Assistant Director, Engineering and Physical Plant, the Manager, Technical Services is responsible for managing the maintenance systems within the Engineering Operations.

Primary responsibilities include managing the safe and efficient operation and maintenance of all associated equipment and services in all buildings at the University of Toronto Scarborough; developing procedures of operations; initiating daily/preventative maintenance work orders and ensuring implementation through regular inspections; instructing in the use of appropriate maintenance and repair methods; troubleshooting and resolving equipment and systems to minimize downtime; coordinating work between contractors, trades and UTSC staff; indirectly managing and delegating work of the Electrician, Electrician Apprentice, Plumber, Millwright and Control Technician and directly managing Lead Hands, Shift Engineers and Maintenance Operating Engineers.

The Manager, Technical Services will manage and direct all stages of projects, including consulting/client liaison, initial review/cost estimates, project system design, analysis of system functionality and performance requirements, troubleshooting and resolving to propose alternatives, implementation, commissioning, and final review of multiple upgrades/modification projects.

The Manager will use Reliability Centered Maintenance (RCM) techniques to plan the annual maintenance schedule. They will develop the maintenance budget based on predicted costs as an output from the annual maintenance schedule. The Manager will analyze and identify equipment near end of life and propose strategic recommendations for replacement of equipment.

The Manager may act in the capacity of the Assistant Director, Engineering and Physical Plant or as their designate, in their absence.

Essential Qualifications:

I. EDUCATION:

  • Undergraduate Degree in Mechanical Engineering or equivalent combination of education and experience.
  • Professional Engineer licensed to practice in the Province of Ontario; registered and in good standing with the Professional Engineers of Ontario (PEO).
  • Third (3rd) Class Power Engineer and technical certificate or diploma or a graduate from a technical institution or community college in mechanical or electrical studies or trade school as a Building Engineer or Environmental building systems certificate or Power Engineering certification would be a definite asset.

II. EXPERIENCE:

  • Eight (8) years of trade experience in building, power plant, and workshop equipment maintenance, including at least two (2) years of managing staff in an unionized environment and/or leadership experience.

OR

  • Minimum seven (7) years’ related experience required in building operations and maintenance, including two (2) years’ supervisory experience (in a unionized environment preferred) if the incumbent holds a 1st Class Operating Engineer Certificate of Qualification.

OR

  • Minimum eight (8) years’ related experience required in building operations and maintenance, including two (4) years’ supervisory experience (in a unionized environment preferred) if the incumbent holds a 2nd Class Operating Engineer Certificate of Qualification. If the incumbent holds BES Class 1 and 2 certificate or HVAC trade license it is an asset.

OR

  • Minimum seven (7) years’ related experience required in building operations and maintenance, including two (2) years’ supervisory experience (in a unionized environment preferred) if the incumbent holds a degree in Engineering (Mechanical preferred), 3rd Class Operating Engineer Certificate of Qualification and/or a Refrigeration Class A Qualification.
  • Excellent knowledge of heating and ventilation, refrigeration and air conditioning systems in modern buildings and steam plants.
  • Experience managing and leading projects, budgets and procurement of equipment and supplies.
  • Experience managing and resolving conflicts.

III. SKILLS:

  • High caliber technical ability with quality service experience and a sound technical background. Knowledge of Ontario Building Code is desirable.
  • Strong computer skills and knowledge of computer-based maintenance management systems and Reliability Centered Maintenance.
  • Excellent oral and written communication skills and highly developed interpersonal skills. Familiarity working with MS Office (Word, Excel, etc.).

IV. OTHER:

  • Labour relations experience including interpreting and applying terms of collective agreements.
  • Ability to plan maintenance tasks and correlate with existing manpower, budget restrictions and availability of systems.
  • Must possess initiative, tact, good judgment, and ability to multitask.
  • Must have an excellent understanding of the TSSA regulations.
