Inspire Global Assessments (Inspire) formally known as the Nursing Community Assessment Services (NCAS) is a branded service of the BC College of Nurses and Midwives. Were working with nursing regulators and governments across the country to address the acute nursing shortage. Inspire is a unique assessment service that supports the transition of internationally educated health care professionals into the global work force.

The British Columbia College of Nurses & Midwives (BCCNM) is the college empowered under the Health Professions Act to regulate the practice of all licensed practical nurses nurse practitioners registered midwives registered nurses andregistered psychiatric nurses in British Columbia. Regulation helps to protect the public by ensuring that professional care or service received by the public is competent ethical and meets the standards that society views as acceptable.

The expected starting base salary for this position is $70000 $80000 annually depending on a variety of factors including qualifications and experience.

What youll be doing :

âReporting to the Manager of Assessment Innovation and Psychometrics (AIP) the Data Support Analyst assist Inspire Global Assessments with ongoing and future assessment activities including those related to BCCNMs broader examination assessment and analytic needs. The position focuses on providing data analytics in : data management code development scoring performance evaluation of assessment content quality assurance statistical data analysis and data storage.

Key responsibilities :

  • âââSupports psychometricians in the development refinement and analysis of performance assessment instruments conventional and innovative test methodologies and standard setting and validation activities by analyzing data from assessment candidates providing advice and recommendations on the properties of assessment items designing scales and other tools for standard-setting purposes.
  • Collaborates with Psychometricians and content developers in the scoring development of blueprints case development modification and field-testing analytics by preparing and reviewing assessment documentation managing assessment banks in the assessment delivery system applying content modifications to assessment items monitoring the delivery of pilot and field-test sessions and analyzing data from pilot and field testing.
  • Generate performance reports perform quality checks and support psychometricians in providing results to key stakeholders (written or verbally).
  • Supports Psychometricians by implementing quality-control policies and procedures.
  • Provide analytical support for the development implementation and evaluation of product-improvement processes.
  • Develop manage and monitor item exposure rates and statistical anomalies.
  • Provide data analytics and data management consultation and problem-solving in support of assessment operations item analysis automatized scoring forms construction reliability validity analyses etc.
  • Provide support to the AIP team during interactions with stakeholders and technology providers by facilitating internal coordination and preparation.
  • Perform regular data management and processing tasks including extracting cleaning organizing and transforming data.
  • Prepares and presents data dashboards for data visualization and to support informed decision making.
  • Design and apply surveys to collect sociodemographic and customer satisfaction data to inform assessment and operational effectiveness and efficiency.
  • Maintain and / or provide oversight of testing platforms vendors and databases.
  • Develop documentation to support assessment data infrastructure along with public and technical reports on the assessments.
  • Work to integrate AI and intelligent algorithms to analyze and predict future events on tasks virtual performance-based assessments and Computational Psychometrics.
  • Provide analytical support for collaboration with the Assessment Developer in the development and refinement of content as needed.

What youll bring :

  • A bachelors degree in data science analytics or in a closely related quantitative field. Masters degree in data science is preferred.
  • A minimum of three years experience in applied statistical analysis or computer science environment designing and conducting statistical analysis in a technological environment.
  • Advanced knowledge of statistics and data modelling (e.g. sampling theory and methods mixed effects models exploratory data analysis computational approaches to parameter estimation multilevel modeling Bayesian methods and experimental and quasi-experimental methods for causal inference).
  • Expertise with a variety of statistical models used in testing to manage and transform data design and conduct research simulations and generate performance and technical reports
  • Demonstrated ability to write and modify code and programs using advanced statistical analysis software (e.g. R Python and FlexMIRT preferred; SAS SPSS Mplus Winsteps BILOG and / or PARSCALE) dashboard creation (PowerBI) and to retrieve data from databases (SQL).
  • Ability to implement rapidly absorb and implement policies and procedures.
  • Understanding of computational methods using AI and Natural Language Processing.
  • Strong interpersonal and communication skills. Experience working with external vendors and providing group facilitation is an asset.
  • Demonstrated project management skills with ability to prepare analytic plans monitor progress and track timelines.
  • Exceptional research skills and a curiosity for staying current with innovative technology as well as ability to prepare effective visual presentations of complex data.
  • Demonstrated initiative and problem-solving skills with strong organizational skills and the ability to meet deadlines in a fast-paced environment.
  • Ability to work independently as well as collaboratively within a team.
  • Knowledge of Canadian colonial impacts on Indigenous people in social and health contexts including social economic political and historical realities impacting Indigenous communities and knowledge of Indigenous-specific anti-racism and accompanying reports (e.g. The Truth & Reconciliation Commissions 94 Calls to Action (2015) the In Plain Sight Report (2020) and Reclaiming Power and Places Calls for Justice (2019)) is an asset.
  • Demonstrated understanding of equity diversity inclusion and cultural humility as they apply to health care is an asset.
