Government Registration (GR) Senior Project Manager

The Ministry of Technology and Innovation requires a dedicated resource to support government Reorganization and transition activities across Government of Alberta ministries.

Government Reorganization (GR) involves changes to ministry structures, programs, services, or Deputy Head assignments resulting from shifts in government priorities or business plans. These initiatives often require the transfer of programs, services, information, and personnel between ministries. GR projects include investigating, analyzing, and coordinating the IMT changes needed when departments are renamed, or when programs, services, and staff move between organizational areas.

To effectively support Reorganization activities, Technology and Innovation must clearly define roles, responsibilities, processes, and event triggers. Without this clarity, there is a risk of negatively impacting Reorganization outcomes. The Technology and Innovation team brings extensive experience in managing government changes, including ministry Reorganization, government transitions, and election-related activities. Capturing lessons learned and establishing a standardized set of processes. Where roles and responsibilities are well-defined will enable teams to collaborate seamlessly under a unified project management approach for Technology and Innovation stakeholders.

The resource will support various IMT initiatives identified through intakes and prioritized through IMT Governance mechanisms including but not limited to the IMT Sector Roadmap initiatives.

Duties :

Responsible for coordinating and delivering IT projects from initiation through completion. This includes overseeing all project activities, establishing timelines, assigning tasks, and tracking progress to ensure objectives are met. Maintains effective working relationships with project teams, vendors, and cross‑departmental partners. Provides clear, timely progress updates and prepares status reports for senior management.

  • Compile project charters and business / project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
  • Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries’ enterprise architecture.
  • Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal / external influences and the methodology to be applied.
  • Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
  • Manage multiple projects, project resources and project governance.
  • Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
  • Take responsibility for ongoing client satisfaction - manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
  • Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
  • Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
  • Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
  • Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
  • Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
  • Develop, as required, related requirements documentation.
  • In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
  • Provide leadership and assistance to business and project teams that require change management and communication support.
  • Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.

Equipment requirements :

  • It is preferred if resource has their own equipment, though GoA will provide laptop / desktop if necessary.
  • Working Hours :

  • Standard Hours of work are 08 : 15 - 16 : 30 Alberta time, Monday through Friday excluding holidays observed by the Province
  • Work must be done from within Canada, due to network and data security issues.
  • It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing / accommodation, food / drink.
  • Notes on Location :

    Resource will work remotely, though must be available for onsite meetings when required.

    Onsite meetings include but are not limited to strategic, architectural, and technical discussions, meeting with team members, senior managers, directors, executive directors and business clients. Frequency of meeting could be up to 3-4 times per month.

    Incumbency :

  • Previously this role was filled by a contractor, however, for this and all other opportunities, the Ministry seeks the best person to fill the role.
  • Standard Background check required

  • The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.
  • Mandatory Training Courses :

  • Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
