ABOUT THE ROLE

Reporting to the Manager Program Integrity and Education is responsible for the planning development implementation and evaluation of staff learning and professional development within the Department to support strategic goals and meet legislative requirements. This role leads staff program and professional development; developing and implementing Departmental education and training policies processes and practices and ensuring that program practices are consistent with relevant legislation regulations and policies; managing the development and maintenance of learning materials in traditional digital and multimedia formats.

CORPORATE HR GOVERNANCE

Departmental Human Resources functions work in close collaboration with Corporate Human Resources; consistent with the Regions human resources vision and strategy; supporting the development and implementation of Corporate Human Resources Initiatives Programs Processes Policies and Protocols including Corporate Learning and Development programs. Corporate Human Resources provides strategic human resources planning direction and leadership across the Region.

WHAT YOU WILL BE DOING

  • Ensures Departmental education and learning programs and materials are delivered in accordance with appropriate Provincial legislation regulations and guidelines and with Corporate and Department policies and guidelines.
  • Researches plans designs and develops delivery of Department mandated program specific education and training for Department Branches based on their requirements and for Department-wide training of professional and skills development management development staff learning event co-ordination and orientation programs to new employees.
  • Researches plans designs and develops training programs to external agencies and groups to ensure alignment with services and programs as requested.
  • Designs develops recommends and implements Departmental training related policies processes and practices.
  • Develops implements and monitors education programs in compliance with legislative requirements provincially mandated initiatives accepted service standards and operational business plans to promote / provide exceptional service quality and efficiency.
  • Analyzes current learning and development programs and policies conducts needs analysis and surveys recommends and implements changes to ensure alignment with business strategies.
  • Develops and recommends engaging creative and impactful in-person blended and online Department and Program learning experiences to improve individual and organizational performance and development to meet strategic goals and learning Plans under the direction of the Manager.
  • Conducts effective analysis surveys and assessments to determine training needs and areas requiring planning and support.
  • Monitors program area budget for variance control with respect to education and associated initiatives and prepares financial and statistical reports.
  • Ensures all budget expenditures are consistent with the requirements of meeting operational quality standards; demonstrates cost-benefit relationships and ensures compliance with Regional guidelines and payment procedure by-laws.
  • Supervises staff including recruitment selection hiring scheduling assigning and monitoring work determining training and development needs coaching and mentoring conducting performance appraisals and determining / recommending disciplinary action up to and including dismissal in accordance with collective agreements Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • WHAT WE ARE LOOKING FOR

  • Successful completion of a University Degree in Adult Education Social Science Health Science Human Services or related field or approved equivalent combination of education and experience.
  • Certificate or University / University postgraduate course in Adult Education Instructional Design or Instructional Technology.
  • Minimum three (3) years experience in adult facilitation including learning and development methods pr
  • ogram design development delivery and evaluation preferably in a community services environment including demonstrated supervisory or leadership experience.
  • Valid Ontario Class G drivers license and reliable vehicle to use on corporate business.
  • Demonstrated knowledge of relevant Standards Acts and Regulations.
  • General knowledge and demonstrated ability in instructional design analysis measurement and evaluative methods traditional and virtual facilitation and presentation skills.
  • Functional knowledge of and demonstrated ability using a variety of integrated multimedia platforms and desktop authoring tools and proven project management experience preferably with the development of learning products
