As the Development Compliance Technologist, you will review and approve engineering designs for development projects, ensuring municipal infrastructure meets standards. You’ll inspect sites, manage agreements, and coordinate with developers, consultants, and the public to support safe, compliant growth and high‑quality community infrastructure across the County.

Duties and Responsibilities:

  • Evaluate, review and approve engineering drawings and associated engineering reports for various planning and development applications
  • Assist in the development and application of engineering terms and conditions for development agreements.
  • Preparing\compiling conditions and security calculations for development agreements
  • Assist with the administration of various agreements from approval stage to the assumption stage, including the review and release/reduction of financial securities as works are confirmed acceptable.
  • Investigate and respond to public inquiries related to developments and site alterations
  • Interact with public, consultants and contractors with respect to on-site issues
  • Represent the department at meetings with Developers, Developer Agents/Engineers, and external agencies.
  • Perform on-site inspection services and document performance during the installation municipal services (roadways, sidewalks, watermains, storm/sanitary sewers, lot/master grading) and call for compliance/assurance testing as necessary to confirm works meet municipal specifications.
  • Review and approve individual lot grading plans and inspect final lot grading;
  • Assist in the administration of the Site Alteration By-law by performing the role of the “Inspector” as defined in the Site Alteration By-law. Responsible for the review, inspection and approval of Site Alteration Permits
  • Provide the highest standard of customer service for both internal and external customers of the department, in compliance with the County standards
  • Supervise and provide work direction to assigned employees (students) including direction to developers and site contractors.
  • Carrying out background research and assisting with the development and updating of policies, procedures and technical standards for development related municipal servicing and infrastructure
  • Perform other duties as assigned

Requirements

Knowledge and Experience:

  • Three (3) Year Diploma in Civil Engineering/Construction Engineering Technology Program or equivalent education
  • Registration with O.A.C.E.T.T. with a Certified Engineering Technologist, C.E.T. designation or the ability to acquire the full designation within 12 months. A Certified Technician, C. Tech designation may be considered acceptable where augmented with additional related experience.
  • Three (3) years of experience in a Civil Engineering environment, two of which can be credited towards obtaining the C.E.T. designation
  • Proficiency with Microsoft Office suite
  • Knowledge of current standards for construction, stormwater management and erosion control techniques, current Transportation of Canada guidelines and current Ontario Provincial Standards
  • Experience with the development agreements and the administration of same

Skills and Abilities:

  • Valid Ontario driver’s license with an acceptable driver’s abstract and access to a reliable vehicle
  • Computer expertise in corporate standard software (Microsoft Office) and department specific software to data search and entry and to create and modify word processed documents. Experience with ARC-Gis, AutoCAD, CityView and Bluebeam would be considered an asset.
  • Excellent written and verbal communication skills
  • Ability to deal effectively with colleague staff, elected officials, external agencies, developers, consultants and the public
  • Time management skills to prioritize workload
  • Strong financial analysis skills
  • Must be aware of safe work practices as they relate to job responsibilities and work environment, and have the basic understanding of the Occupational Health and Safety Act.
