Job description

Executive Director, Finance, Facilities and Procurement

Join to apply for the Executive Director, Finance, Facilities and Procurement role at Government of Alberta

The Alberta Sheriffs Police Service (ASPS) was created in June 2025, and once operational, the agency will strengthen Alberta’s existing policing model and complement the province’s current police services, which includes the RCMP, Indigenous policing services and municipal police. It will help fill gaps and ensure law enforcement resources are deployed efficiently to meet Alberta’s evolving public safety needs and improve law enforcement response times, particularly in rural communities.

Reporting to the ASPS Chief, the Executive Director, Finance, Facilities, and Procurement is a strategic and operational leader responsible for designing and implementing financial governance and systems for the ASPS. This role partners with the Chief, and the other executive team members to build and operationalize, driving initiatives that enhance the policing framework and align with provincial priorities. The Executive Director ensures financial planning, reporting, and controls meet public sector standards, support transparency, and enable long-term fiscal sustainability.

You will oversee physical infrastructure, capital projects, and procurement systems, ensuring facilities, equipment, and supply chain operations meet provincial standards, are fiscally responsible, and support safe, modern, and responsive policing.

You will build and lead a team of financial and business operations professionals to deliver integrated financial and business services in collaboration with internal and external partners, including provincial shared services. Through leadership and direction, you will foster partnerships across police services, the Government of Alberta and with other key stakeholders to achieve organizational goals.

Key Responsibilities

  • Providing strategic leadership on financial policy development and participating in cross-agency initiatives to ensure compliance and operational effectiveness.
  • Overseeing financial management, budgeting, audit, risk, and systems to align with legislation, trade agreements, and business strategies.
  • Directing and coordinating a team delivering a full range of business services to achieve short- and long-term goals.
  • Leading development and publication of the annual report and business plan.
  • Ensuring procurement, facilities, fleet, and emergency management strategies comply with legislation and align with business objectives.
  • Building and maintaining strong partnerships across government, policing services, and stakeholders to deliver integrated financial and operational services.

As a member of the executive team, you will play a critical role in building the financial infrastructure and accountability framework for a scalable, accountable police organization and is a critical role in building and sustaining the operations of the agency.

Qualifications

The successful candidate brings extensive senior management experience in financial oversight, governance, capital planning, procurement, and business operations within a large, complex organization, preferably within a public sector or a law enforcement / policing environment. Experience managing large budgets ($100M+), leading financial teams, and working with audit and oversight bodies is essential.

You have deep knowledge of policing policies, practices, and relevant legislation, along with experience launching new programs from concept to implementation (staffing, infrastructure, process development, operational standards). You are a strategic and results driven leader, and you navigate complexity and deliver innovative solutions under pressure. You have a proven track record of leading senior teams, fostering a high-performance culture, and building relationships across police services and stakeholders. You are recognized for your strong consultation, negotiation, collaboration, strategic thinking, and political acumen, which will be critical to your success.

A university degree in Finance, Accounting, business, public administration or a related subject area. A post-graduate degree, or designation (e.g., MBA, MPA, CPA, or equivalent) is desirable. A master’s degree in Finance, Public administration, Business Administration, or Executive Leadership is considered an asset.
