Overview

  • Development, implementation and continuous management of a deliverables system and accountability framework in consultation with key stakeholders
  • Ensuring Departments', hospitals' and University's adherence with SEAMO agreements, including the Departmental Practice Plan (DPP) agreements and service level agreements (SLAs) between organizations
  • Serving as a communication liaison between SEAMO-funded Departments and the fully affiliated hospitals / practice locations
  • Participating as a member of the SEAMO Executive Leadership team in negotiations with external stakeholders, including the Ministry of Health (MOH), Ontario Medical Association (OMA) and regional partners

Duties and Responsibilities

The CMO's primary responsibility is the development, implementation and oversight of a deliverables system and transparent accountability framework for Departments, fully affiliated teaching hospitals and the university to ensure SEAMO is accountable to the obligations outlined in the AFP agreement. Importantly, the system must :

  • address the multi-directional accountability between Departments, the hospitals and the university
  • include a means to permit variability between Departments within the clinical, academic and research domains
  • include a means to incentivize performance of Departments in all domains (clinical, academic and research)
  • Collaborates with the Department heads, leadership of the fully affiliated teaching hospitals and QHS Decanal Team (Clinical, Education and Research) to ensure that SEAMO-funded Departments receive the necessary support and resources (e.g., clinic space and staff, operating room time, access to teaching and research facilities, etc.) to meet their Departmental deliverables
  • Leads the development of SEAMO policies and procedures for DPP agreements. In collaboration with the SEAMO Executive Leadership team, implements and monitors SEAMO policies, including but not limited to conflict of interest, conflict of commitment and supplementary professional activity policies
  • Provides leadership and support to Department Heads in their management of SEAMO-funded Departmental operations in collaboration with the Vice Dean Clinical
  • To clarify : the CMO has specific responsibility for Accountability measures at the Department level and operates at a system level; whereas the Vice Dean Clinical has specific responsibility to support QHS Department heads' annual individual physician performance reviews, dispute resolution, conflict management, faculty leaves of absence, and related faculty issues that are pertinent to the Queen's appointment and employment of faculty, and operates at the interpersonal level
  • In collaboration with the SEAMO Executive Leadership Team, serves as a resource to the Operations Committee, providing strategic direction consistent with the missions of SEAMO and the Members
  • Contributes to the development and evaluation of SEAMO operational strategy and performance, with specific responsibility for the Accountability Framework
  • As a member of the SEAMO Executive Leadership team, collaborates in negotiations with the Ministry of Health and other external stakeholders
  • As a member of the SEAMO Executive Leadership team, works collaboratively on the development of the 3-year Health Human Resources (HHR) plan, which includes intermediate and long-range planning with hospital and university leadership as well as Department Heads
  • Provides leadership and support for Leadership Development
  • Provides leadership and support for the Physician Wellness Lead
  • Requirements

  • Senior physician leader with demonstrated clinical, academic and administrative experience in an Academic Health Sciences Centre
  • Must be a mid- to senior career SEAMO-funded physician in a SEAMO-funded department who holds a full-time or part-time clinical academic appointment (formerly known as GFT) as a faculty member at Queen's University and who has active privileges at one of SEAMO's fully affiliated hospitals
  • May not concurrently hold any significant role (e.g., elected official, department head, administrative appointment at or above the level of department head, clinical director or similar) within SEAMO or any of the Member organizations
  • Must demonstrate experience and familiarity with both clinical and academic productivity / performance measures and priorities
  • Strong understanding of the Ontario healthcare system, the AFP and academic funding environment
  • Ability to work diplomatically across key interest holder groups with competing interests
  • Skilled in negotiations, conflict resolution, change management, and collaborative leadership

    This is a new position created with the incorporation of SEAMO and is subject to change as needs are reassessed after implementation. At a minimum the position responsibilities and time allocation will be reviewed at 2 years after start date, but based on needs of SEAMO the position may be reassessed at any time.

    CMO is a 0.5 FTE position (note - FTE allocation will be reviewed after 2 years including completion of the Accountability Framework).

    The CMO is a T4 employment income position. In addition to salary, SEAMO offers competitive group benefits and a pension plan. The salary is $175,000.
