Job Summary :

In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies / Divisions / Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Executive Director (ED) reports to the EVP, Clinical Services Delivery is a key member of the Children’s and Women’s Executive Leadership team, and is accountable to provide strategic direction, leadership and vision for a site-wide portfolio across the Oak Street Campus and to participate in the development and implementation of the strategic plans, priorities and future vision for the site agencies and PHSA.

The ED is responsible for the smooth and efficient operation of the C&W campus, integrating the strategic plans of the site agencies with corporate services into the operations of the site, and through the program based delivery structure, provides management oversight for the development of high quality, cost effective integrated programs.

The ED provides leadership and management expertise to oversee the provision of site-wide services The management portfolio held by this leader is notably diverse, with corresponding broad organizational implications and complexity, characterized by substantial scope of responsibility in this respect.

The ED provides strategic oversight for major sight wide initiatives and has primary responsibility for leading numerous activities for the site including, Facilities Master Planning, Site Redevelopment Projects including sustainment, Strategic Initiatives, and Clinical Informatics to enable the delivery of services across the site and enabled throughout the Province.

Organizationally, the ED works collaboratively with the leadership of the site, and external stakeholders to develop and implement well-balanced clinical, academic, and research programs designed to ensure the operational and strategic success of the site and PHSA.

Is a member of the BC Children’s and Women’s Joint Executive Advisory Council, and chairs the Shared Services coordinating Council for the site.

Communicates, collaborates and where necessary, resolves issues through negotiation and problem solving with senior PHSA leaders to ensure the timely and appropriate provision of corporate support services to the agencies.

Works specifically with PHSA corporate services in developing business relationships with partners in industry. Actively participates in, and may lead, forums involving representatives of multiple stakeholder groups focused on topics directly related to the planning, implementation and evaluation of provincial and national health strategies.

Duties / Accountabilities :

Works in partnership with the C&W Senior Leadership Team, to develop the organization’s shared vision and strategic directions, goals and annual objectives to guide the organization into the future.

Develops strategic directions, goals and annual objectives for the portfolio providing leadership and support to staff in developing individual program plans including the development and implementation of proposals for new or expanded programs.

Ensures these plans are consistent with and complement the organization’s overall strategic directions. Develops and deploys mechanisms for monitoring program performance and monitors progress in achieving performance.

Leads the planning, delivery and evaluation of both internal and inter-campus corporate services specifically related to Lower Mainland Consolidated Services, Facilities and Planning, Site Redevelopment Sustainment and Projects, Strategic Initiatives, and Clinical Informatics / Information Management are aligned with site goals and expectations.

Facilitates a highly matrixed approach in the development of hospital services, and displays an ability to work effectively within the health system's decision making and organizational structures.

Identifies and evaluates new initiatives, business development and partnership opportunities. Communicates information and makes recommendations to the Presidents for evaluation and approval.

Facilitates the implementation of approved initiatives. Collaborates and establishes partnerships with internal and external key stakeholders with regard to the planning, resource allocation, priority determination, and strategic direction of the portfolio.

Encourages, promotes and enhances education and research activities associated with both the internal and external goals and objectives of the site agencies.

Facilitates and leads collaborative efforts with academic institutions related to academic and service commitments with respect to the clinical and diagnostic areas as set out in general and scientific research affiliation agreements and more broadly, related to the inherent obligations of the site agencies as an academic health organization.

Represents the site agencies and PHSA’s interests in discussions and / or negotiations with government, other external organizations and agencies providing or requiring support services from the organization.

Collaborates and enables the strategic directions of BC Children’s and Women’s Health as well as provides leadership to, Lower Mainland consolidated programs.

Ensures appropriate site agency representation in various aspects of business development and external liaison. Leads and supports key committees pertaining to the inter-hospital service areas.

Develops and fosters effective collaboration between clinical departments, divisions, medical staff leadership, faculty and other affiliated services (inside and outside of the hospitals) to ensure an integrated approach to providing services, and fulfilling the hospitals’ clinical, research and, educational goals and objectives.

Provides leadership to staff by fostering an atmosphere, which promotes and encourages employees to realize their maximum potential and encourages growth.

Oversees all aspects of human resource management within their portfolio. Conducts employee performance reviews and completes appraisals for assigned staff.

Recruits staff at a senior level and supports managing labour relations issues such as discipline up to and including termination.

Ensures that human resource plans within the portfolio address the recruitment and retention issues for the organization.

Approves annual budgets and monitors overall portfolio expenditures. Manages and is accountable for the effective and efficient utilization of the portfolio budget to enable operational goals and the strategic plans to be achieved.

Reviews analysis of activities, costs, operations and forecast data to determine the portfolio’s progress toward stated financial goals and objectives.

Approves the allocation of available space and / or approves equipment acquisition within the capital and operating budgets to meet the changing demands and support the activities of the portfolio.

Qualifications :

A level of education, training, and experience equivalent to a Master’s Degree in a relevant discipline supported by at least ten (10) years of related experience in large, multi-site, academic health services organizations and the development, implementation and evaluation of operational and strategic plans.

Innovative leadership, creativity and organizational skills. Expertise in the specific areas of responsibility, with particular emphasis on corporate administration, strategy development and health care systems.

Demonstrated analytical and problem solving skills with global perspective in order to incorporate the organization’s systems and strategies when developing viable solutions to problems.

Substantive experience in health research, health services and contract / non-contract work environments, and a strong interest in fostering interdisciplinary collaboration and team work.

Responsiveness to the needs of stakeholders supported by an acute awareness of the impact of actions. Proven ability to foster a collaborative team approach to decision-making.

Effective fiscal and financial management skills. Exceptional communication, interpersonal, and public relations and public speaking skills.

Proven ability to negotiate and mediate resolutions to complex situations. Ability to set and maintain competing priorities through effective management and delegation skills.

Ability to interact tactfully and effectively with staff at all organizational levels both internally and externally. Ability to establish courses of action for self and others that are results oriented.

Demonstrated leadership and complex organizational management skills. An understanding of how to achieve results in an academic environment.

Well-developed planning, marketing, organizational development, and business skills. Experience in hospital administration in a large and complex setting.

Sensitivity for and understanding of academic disciplines and issues
