As we expand our efforts, we are looking for a seasoned professional to join our team as the Manager, Program, Policy Development & Delivery.
We are seeking a highly skilled and experienced individual to lead our Program, Policy Development & Delivery team. This role involves the creation, implementation, and improvement of enforcement, compliance, inspection, and investigative programs and policies.
The ideal candidate will have a strong background in regulatory compliance, strategic planning, project management, and team leadership.
This position plays a crucial role in shaping the enforcement landscape of the City and requires a forward-thinking individual who can navigate complex regulatory environments.
Duties and Responsibilities
Program Creation and Enhancement : Develop and implement comprehensive enforcement, compliance, inspection, and investigative programs and policies.
Collaborate with manager counterparts to enhance current business lines and introduce new, innovative programs.
- Strategic Planning : Undertake strategic planning exercises for program development, consulting with all relevant partners to ensure alignment with the City’s objectives and community needs.
- Policy Development : Lead the team in applying a policy development lens to review and draft bylaws. Determine overlaps with provincial and federal legislation and identify opportunities for policy development in areas with regulatory gaps.
- Research and Analysis : Conduct thorough needs assessments, identify emerging issues, and perform research, analysis, trend reviews, surveys, and jurisdictional scans.
Use this information to inform bylaw development, enforcement strategies, strategic planning, and program delivery.
Corporate Reporting : Coach the team to coordinate, draft, and deliver comprehensive Corporate Reports on long-standing and incident-specific issues.
Aim to effect systemic changes within the Enforcement Division for the benefit of over 700,000 residents and thousands of commercial businesses, non-profits, and stakeholders.
- Licensing Process Improvement : Develop standard operating procedures and processes and develop customer service strategies.
- Proactive Enforcement : Apply regulatory compliance principles to develop proactive inspection and enforcement strategies, campaigns, and programs aimed at enhancing compliance with City bylaws.
- Prevention Programs : Develop prevention programs to address systemic enforcement issues where violations are common, with a view to increasing compliance.
- Data-Driven Decision Making : Implement data gathering, reporting, and statistical analysis to ensure decisions and responses are evidence-based and utilize a risk-management framework.
- Program Reviews : Execute program and organizational reviews, leading the coordination of programs that cross all functional enforcement areas.
- Media Scans and Briefings : Lead media scans and brief other managers and executives on relevant issues.
Additional Duties and Qualifications
- Business Planning Process : Lead the business planning process for the Enforcement Division. Develop budget requests related to priority areas in collaboration with Corporate Financial Planning teams in the City.
- Data and Metrics Gathering : Lead the team in gathering data and metrics throughout the year to inform budget requests.
Collaborate with counterparts across the City to ensure synergies and avoid working in silos.
Financial Analysis : Undertake financial analysis and advise on the financial impacts of new and existing programs, projects, and initiatives.
Develop implementation plans when budget requests are approved, highlighting risks and mitigation strategies for Division-wide impacts.
- Workload Assessment : Continually assess workload volumes in collaboration with the management team to inform the business planning process..
- Procurement and Contract Management : Lead procurement exercises and manage contracts for vendors (e.g., Dixie Bloor Mediation Centre).
Incorporate report backs, milestones, and lessons learned.
- Staff Management : Manage the recruitment, retention, and performance of all staff. Develop staffing engagement and performance plans, review performance regularly, hold one-on-ones, and provide critical feedback.
- Employee Engagement : Develop and implement the employee engagement strategy for the Director. Lead activities related to Equity, Diversity, and Inclusion that come from the EDI Strategy.
- Training and Development : Responsible for training the team to deliver results and engage in growth through multiple approaches, including workshops, training, webinars, and practical work experience.
- Training Strategy : Lead the training and education strategy for the Enforcement Division. Build and deliver the enforcement training program in collaboration with the City’s learning and development unit to enhance the skill set of frontline and administrative officers.
- Training Modules : Responsible for incorporating training modules specific to frontline officers’ work, including inspections, investigations, and enforcement.
Lead the team to deliver enforcement-specific training modules and source materials, workshops, and vendors.
- Diverse Training Methods : Ensure training incorporates multiple channels, methods, and phases. Build in refresher training on topical issues.
- Public and Stakeholder Education : Lead the development and delivery of public and stakeholder education workshops on new bylaws or existing issues
Skills and Qualifications
- Bachelor’s degree in Public Administration, Law, Criminology or associated discipline. A university degree is preferred.
- Minimum of 7-10 years of experience in program and policy development, preferably within a municipal or governmental setting.
Experience in enforcement, regulatory compliance, or related fields is highly desirable.
Minimum 5 years of experience in leading and managing teams, with a proven track record of mentoring, coaching, and developing staff.
Ability to manage recruitment, retention, and performance of staff effectively.
- Strong strategic planning skills with the ability to undertake complex planning exercises, consult with stakeholders, and align programs with organizational goals.
- Extensive experience in policy development, bylaw review, and drafting. Ability to navigate overlaps with provincial and federal legislation.
- Proficiency in conducting needs assessments, identifying emerging issues, and performing research, analysis, trend reviews, surveys, and jurisdictional scans.
- Excellent written and verbal communication skills. Experience in delivering comprehensive reports, presentations, and representing the organization at meetings.
- Deep understanding of regulatory compliance principles and proactive enforcement strategies. Ability to develop and implement programs aimed at enhancing compliance with city bylaws.
- Strong proficiency in data gathering, reporting, and statistical analysis. Ability to use data to inform decision-making and program development.
- Experience in financial analysis, budget development, and business planning. Ability to assess financial impacts and develop implementation plans with risk mitigation strategies.
- Strong problem-solving skills with the ability to execute program and organizational reviews, coordinate cross-functional programs, and lead procurement and contract management exercises.
- Commitment to Equity, Diversity, and Inclusion principles. Experience in leading EDI activities and training.
- Proven experience in developing and delivering training programs. Ability to incorporate diverse training methods and lead public and stakeholder education workshops.
