About the Opportunity
Reporting to the Senior Director of the One Person One Record Program, the Director Digital Solutions and Technology is the primary lead and strategic advisor on all business and technology solution matters for the OPOR program supporting NS Health and IWK Health.
This position will lead the design, development, delivery and evaluation of comprehensive strategies that will support overall OPOR mandate delivery.
The Director Digital Solutions is accountable for providing strategic direction as related to the advancement of technology products including the development of innovative digital solutions in partnership with associated stakeholders.
They will lead and support the development and maintenance of digital solutions and will provide guidance to ensure client requirements and solutions are aligned with portfolio and government wide plans, priorities and fiscal responsibilities.
The Director Digital Solutions will lead teams accountable for the OPOR Program testing, integration, data migration and archiving, reporting and analytics, and biomedical device integration.
They will lead the development, delivery and continuous improvement of IMIT digital infrastructure and business strategies, integrated IT architecture, digital transformation, project and portfolio management, financial management, and strategic procurement and sourcing initiatives.
They will also be accountable for implementing and supporting downtime software and processes. Under the direction of the Director Digital Solutions Digital Solutions, the Director champions organizational change readiness strategies for a suite of standardized and customized workplace technology services to ensure long term viability and effectiveness of NS Health’s business application infrastructure, systems, processes and tools.
The Director Digital Solutions must have a strong understanding of not only the technical aspects of digital solutions and technology, their design, maintenance and management, but also an intimate understanding for how they correlate to the support the delivery of organizational decision-making processes within a transformative environment.
Experience with large scale CIS / EHR implementations preferred, particularly the Oracle Health / Cerner suite of tools.
With a focus on digital strategy, the Director Digital Solutions will be responsible for overseeing program specific data analytics initiatives, contract management, and Project Management related to digital transformation, modernization and support.
The Director Digital Solutions ensures continuous improvement to advance a vision of excellence within the provision of IMIT, and is responsible for the development, maintenance and monitoring of quality programs, and compliance with relevant legislation, standards and accreditation requirements.
The Director Digital Solutions facilitates and champions a learning and research environment that aligns with the current and proposed future state of the Nova Scotia Health and works closely with government and other partners on planning current and future digital transformation.
About You
We would love to hear from you if you have the following :
- Bachelor’s degree in a related field with significant leadership experience
- Minimum of 5 years’ mid-level IT or related management experience in health care specifically related to directing and overseeing a broad spectrum of Technology services and IT Strategy
- Preference will be given to candidates with Oracle Health / Cerner implementation and support experience at a leadership level
- Master’s degree in business administration, public administration considered an asset
- Medical and / or Health Sciences background considered an asset
- Certified Health Executive and / or Certified Professional in Healthcare Information and Management Systems (CPHIMS) designation considered an asset
- Project Management Professional (PMP) designation, IT Infrastructure Library (ITIL) and / or organizational change management certification considered an asset
- Demonstrated progressive experience planning and delivering comprehensive IMIT strategy and services within a complex, integrated service model provided throughout several locations with multiple partners and stakeholders.
- Significant progressive management experience and knowledge of all aspects information technology. This includes planning and policy development, as well as IMIT service delivery and operations
- Experience as a strategic leader within a complex organization, enabling change and leading large, IMIT transformational projects
- Experience serving as a strategic advisor on IMIT matters to senior leadership
- Expert knowledge to critically analyze evidence-based practices to inform strategy and organizational planning

- Ability to analyse and interpret statistical data and monitor quality and performance indicators and benchmarks
- Excellence in financial planning and management

Compensation and Benefits
$56.95 - $71.19 Hourly
