Position Overview:
As our Technical Services Manager you will provide leadership, technical oversight, and day-to-day management for Technical Specialists and Technicians supporting highly technical field scopes. This role is specifically responsible for ownership and execution oversight of BWXT’s Laser Technology Program. Acting as the Responsible Laser Safety Officer (LSO), developing and maintaining all laser safety policies and procedures, and ensuring compliance with applicable ANSI Z136, CSA, and nuclear standards. The Technical Services Manager serves as the technical authority for BWXT’s laser technologies— including laser cleaning and supports future expansion into other laser technologies and applications

Your Day to Day as our Technical Services Manager

Operational Leadership & Oversight

  • Provide direct supervision and leadership for Technical Specialists and Technicians executing laser-based and other advanced technical scopes.
  • Maintain accountability for field execution quality, safety, and schedule adherence.
  • Serve as technical authority for BWXT’s Laser Technology Program • Ensure consistent application of technical procedures, laser safety standards, and nuclear safety culture expectations.
  • Identify, escalate, and resolve technical, resource, and execution issues across multiple sites and customers.

Laser Technology Program Ownership

  • Lead BWXT’s Laser Technology Program, including equipment ownership, maintenance, configuration, calibration, and lifecycle management.
  • Act as BWXT’s Responsible Laser Safety Officer, establishing and enforcing ANSI Z136, CSA, and internal laser safety program requirements.
  • Develop, maintain, and enforce all laser-related policies, procedures, and controls, including hazard evaluations, documentation, and compliance monitoring.
  • Ensure all laser operations meet nuclear, regulatory, and customer safety expectations.
  • Oversee laser training, qualification, and competency programs for BWXT personnel.

Resource Management & Outage Support

  • Assign electrical personnel to specific outages, projects, and field work scopes.
  • Balance workload across multiple outages and customers.
  • Coordinate staffing plans to meet outage schedules, skill requirements, and qualification needs.
  • Adjust resource assignments to support emergent field conditions.

Proposal & Estimating Support

  • Provide technical and labour input to support proposal development and cost estimates.
  • Validate scope assumptions, staffing levels, and execution strategies.
  • Support bid reviews and technical discussions, as required.

Personnel Management & Leadership

  • Approve employee timesheets and ensure accurate labour charging.
  • Complete performance reviews, goal setting, and development planning.
  • Support hiring, onboarding, and training activities.
  • Address performance issues and reinforce accountability and expectations.

Financial & Forecasting Support

  • Provide input and analysis to support Maintenance Services group forecasting.
  • Support resource projections and outage staffing assumptions.
  • Identify staffing risks.
  • Support the Senior Manager, Field Operations in budget planning activities.
  • Does not own or approve the department forecast.

Coordination & Stakeholder Engagement

  • Coordinate with Project Management, Engineering, QA, Supply Chain, and site stakeholders.
  • Support customer interfaces related to electrical systems, camera/communication systems and field networks.
  • Ensure effective communication between field teams and management.
  • Support new technology initiatives.

Leadership & Authority

  • Direct people leadership for all Laser Technicians and Technical Specialists.
  • Authority to assign resources, prioritize work, and manage execution staffing.
  • Acts as escalation point for technical and personnel issues.
  • May act as Field Supervisor/Technical Specialist or designate field leadership when required

Security Clearance:

This role requires the successful candidate to complete the security clearance process. The security clearance process is conducted in accordance with applicable regulatory requirements of the Canadian Security Intelligence Service (CSIS) and the Canadian Nuclear Safety Commission (CNSC) and may take up to 12 months to complete.

Required Qualifications:

  • Mechanical or Laser Technician / Technologist diploma, engineering technology, engineering degree, or relevant trade background.
  • 5+ years of laser technology experience in regulated industrial environments.
  • 3+ years of supervisory or leadership experience.
  • Experience with Laser Technology/Systems.

Preferred Qualifications:

  • Working knowledge of automated systems, robotic systems, safety systems.
  • Experience supporting proposal development and estimating.
  • Proficiency with SAP, ToolHound (or equivalent), and Microsoft Office applications
  • Familiarity with metallurgy would be an asset.
  • Nuclear outage or power generation field experience would be an asset.

The base salary range for this position in Ontario (CA-ON) at the start of employment is expected to be between $116,000 and $162,000 per year. However, the base salary offered is based on local job market factors and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits.
