Role :

The Test manager is responsible for the planning, development, and implementation of policies and procedures for the testing of all phases of product development and manufacturing.

The test manager is responsible for the team of engineers and technicians developing the test set-ups and performing the tests.

The test manager works closely with the EGSE Manager, the AI&T managers, the program teams and the manufacturing teams.

The test manager is responsible for the selection, operation and maintenance of the test facilities.

Tasks :

Resource Management (Manpower and Facilities) :

  • Prioritize and assign manpower to specific tasks and projects, in support of FEOTB, R&D, production and Facility maintenance activities allowing for skill set required, task type, experience and program team environment.
  • Coordinates and approves employee vacation requests in conjunction with program and Facility maintenance demands.
  • Maintains appropriate staffing levels by regular analysis of program and department demands. Conduct appropriate hiring or layoff action to adjust staffing levels accordingly.
  • Establishes and regularly updates succession plans for key skills to avoid single point failures and bottlenecks in resource allocation.
  • Coordinates the procurement, training and usage of permitted software tools with Information Services.
  • Coordinates use of test facilities including equipment replacement and maintenance, in support of development activities, non-flight and flight production testing.

This is done in collaboration with planning department and the program office.

  • Proposes necessary capital investment items with proper financial justification and implement the procurement within budget and on time to support ongoing operations.
  • Establishes and updates annual maintenance and service schedule for the Facility.

Performance / Employee Management :

  • Monitors and manages overall employee performance including technical quality, cost and schedule effectiveness and attendance.
  • As applicable, conducts annual performance appraisals of all members of the department with inputs from peers and program teams.

Set individual objectives aligned with departmental goals and overall divisional strategic objectives.

  • Establishes regular training and mentoring plans for the group and provide or arrange individual coaching where necessary.
  • Ensures the proper and judicious application of the company’s collective agreements in conjunction with Human Resources.
  • Defines and implements a Performance Improvement Plan (PIP) when necessary and if required follows proper disciplinary procedures under the guidance of Human Resources.

Technical Support :

  • Participates in and / or leads Engineering Review Team meetings providing expert advice and technical guidance for consideration by the project team for the project under review.
  • Helps coordinate and ensure distribution of lessons learned following resolution of significant issues.
  • Supports internal and external audits and ensure corrective actions are implemented as required.
  • Actively promotes a Design for Manufacturing and Design for test culture and ensure that test are engaged at the earliest stage appropriate such that test proceeds efficiently.
  • Participates in and / or leads technical troubleshooting and problem solving investigations where failures or significant non-conformances have arisen.

Provides expert support to MRBs and customer enquiries where needed.

Financial Management :

  • Assists in managing departmental overhead budget within allocation and providing forecasts to finance as required.
  • Assists in the coordination of capital planning for the department.
  • Assists in promoting cost awareness among staff members.

Process Development, Maintenance and Application :

  • Ensures proper application and adherence to overall company policies and processes by staff in the department.
  • Develops and maintains departmental specific policies, processes and work instructions.
  • Develops and maintains standards ensuring that they are readily accessible. Through the use of departmental metrics, ensure application of these standards by the staff in order to improve efficiency and maintain quality.
  • Acts as process owner for all departmental processes and ensure they are current and relevant by performing regular reviews and updates at least annually or as required by the company’s quality system.

Health & Safety

Ensuring all procedures are followed and that all Health & Safety policies are adhered to and maintained

Business

  • Proposes new initiatives for business process improvement to improve departmental or global efficiency.
  • Provides support and participate in proposal activities
  • Makes recommendations to the product development organisation for new products and R&D initiatives in line with the company’s strategic direction.
  • Ensures group competency remains abreast of state of the art techniques in the respective disciplines.

Requirements :

  • Minimum 7 years of experience in the field of engineering / manufacturing / testing, preferably in the space industry or related area.
  • Experience in managing teams of people in a dynamic environment.
  • Experience with negotiations, risk management techniques and financial reporting.
  • Candidate must have demonstrated superior ability for people skills, conflict resolution and leadership skills.
  • Engineering or similar degree in an appropriate discipline, Bachelors or higher.

Comments / Special Considerations :

Successful candidates must obtain and hold security clearance at the SECRET status level II , and pass security assessment for the Controlled Goods Program (CGP) .
