Reporting to the Director, Capacity, Access and Flow (Emergency Management / Capacity), the Lead Capacity, Access and Flow (Capacity) is responsible for undertaking planning and policy development related to capacity of the overall health system, including health human resources.

This includes providing expert advice regarding planning, research and implementation activities and working collaboratively with team members in the Strategy, System Planning, Design & Implementation teams.

This position will be regional in nature, focusing on pertinent North Region needs.

Here is what you will be doing :

Measures, monitors and plans for health human resource capacity within the North East and North West regions.

Provides advice and input from the planning perspective to the development of health-care system plans and manage project plans and budget allocation for planning and integration activities.

Working with members in the System Strategy, Planning, Design and Implementation Teams (NE and NW), will act as Ontario Health North lead on monitoring implementation and ongoing quality improvement activities related to overall system capacity and health human resources.

Liaise with partners both internally and externally to identify system level barriers and gaps, and facilitate engagement to identify opportunities for improvement including but not limited to resources, accountability, etc.

Leverage system knowledge and relationships to identify and support innovative partnerships and / or programs to increase system capacity in order to enable access and improve patient flow across system.

Provides leadership in the promotion and strengthening of evidence-based approaches to decision making within the team and the health system.

Works closely with team to ensure alignment and linkages.

Ensures health equity principles and priorities are addressed through planning processes.

Participates in the establishment of regional goals, objectives and strategies for the team and implements initiatives to ensure they are achieved.

Ensures that programs and initiatives align with provincial and Ontario Health strategies.

Acts as key representative on appropriate tables to inform coordination and planning, development and implementation of best practices, and recommends changes to existing programs including priorities for allocation of funds.

Provides guidance to staff within the portfolio in accordance with accepted best practices, standards government / ministry directives, policies and procedures.

Monitors, evaluates and reports on regional activities to ensure achievement of performance objectives set by the CRO.

Collaborates with relevant parties to enhance OH visibility and stature locally, nationally and internationally, including identifying, taking the lead on and implementing strategic transformation initiatives.

Consults with other colleagues to understand information requirements and determine the best data sources and analysis to support planning, decision-making, performance improvement, and related initiatives.

Maintains an awareness of current issues in the health care system related to Annual Business Plan strategic priorities and key result areas with a particular emphasis on issues related to the implementation of change initiatives.

Here is what you will need to be successful :

Education and Experience

Post-secondary education in health administration, health planning, business administration or a related field with Master’s level degree preferred;

or an equivalent combination of education and experience in a health care environment.

5+ years experience in a health care environment required leading projects, business development, health system planning, stakeholder engagement / facilitation, client services or similar role

Experience in data capture and reporting via BI tools, such as Microsoft Power BI, preferred.

Experience in monitoring and reporting in northern and / or rural Ontario, preferred.

Knowledge and Skills :

Knowledge of northern Ontario geography and communities.

Good knowledge of and proven ability to apply multiple planning and analysis methodologies and make effective recommendations.

Understanding of the current and changing dynamics of the Ontario health-care system and issues.

Experience with seniors’ care, community care and hospital environment and policies is an asset.

Understanding and experience with embedding quality improvement initiatives.

Demonstrated financial competence.

Excellent communication and interpersonal skills to work effectively with other staff and to liaise with colleagues across Ontario Health and with contacts in the Ministry

Must be highly organized and able to thrive in a face paced environment with multiple priorities

Uses information to make informed decisions and provides advice; exercises high degree of independence and professional judgment in problem solving

Solid written and verbal communication skills. Internally, communicates with colleagues throughout the organization to present, discuss information and problems related to financial management and funding.

Externally, communicates directly with various stakeholders to monitor funding allocations and performance.

Strong attention to detail, demonstrated integrity and professionalism with a solid understanding of financial controls.

Excellent analytical and problem-solving skills required.

Must be highly organized and able to thrive in a fast-paced environment with multiple priorities.

Proficiency in French is an asset.

Employment Type : Full Time Temporary Contract ( 12 months)

Salary Band : 6
